Risk Management

The North Carolina Association of County Commissioners’ (NCACC) Risk Management Pools (RMP) offers workers’ compensation and liability and property coverages for counties and related entities. Members of the RMP enjoy comprehensive and affordable coverage specifically designed for local government exposures. Today of the 100 counties in North Carolina, 71 are members in one or both Risk Pools.

Risk Management Pools

Workers’ Compensation Pool

The NCACC began the Workers’ Compensation Pool in 1981. At that time, local governments were unable to buy workers’ compensation coverage at a reasonable cost. The traditional insurance markets were unwilling to provide this statute mandated coverage for an affordable price, or in most cases, not at all.

Workers Compensation claims are handled through our service partner Sedgwick Claims Management Services Inc. (SCMS)

Liability and Property Pool

The NCACC created the Liability and Property Pool in 1986 for similar reasons to the Workers’ Compensation Pool. Specifically, because of the need for a steady, consistent risk management program designed to reduce the property – liability exposures confronting local governments and create more significant control over the availability of coverage and associated costs.

The Liability and Property Pool’s claims are also administered by SCMS through a dedicated staff to deliver consistent claim management results in concert with the Association’s oversight.
