As the federal shutdown continues, funding availability and program impacts are likely to change day to day. Counties interested in following the shutdown’s impact on the North Carolina Department of Health and Human Services (NCDHHS) can check for the latest updates here

Governor Stein Calls for Special Session

Governor Stein called the General Assembly back into a special session on November 17 to fully fund Medicaid for the fiscal year, commonly called Medicaid rebase. Both the House and the Senate passed independent bills to fund Medicaid rebase but disagreed on a provision in the Senate bill that would provide additional funds for a state children’s hospital. As a result, neither bill moved forward, and NCDHHS reduced Medicaid provider payments by 3-10% citing the lack of funding. Governor Stein wants legislators to return and find common ground on the issue, though it remains to be seen if House and Senate leadership are willing to reach an agreement. NCACC Staff Update: Welcoming New Faces to the Advocacy and Policy Team

The Association is excited to share several staff updates within the NCACC Advocacy and Policy team, introducing three professionals who bring valuable experience and fresh perspectives to its work supporting counties across North Carolina. 

  • Government Relations Manager Tiffany Gladney brings extensive experience at the North Carolina General Assembly and a strong background in state-level lobbying, particularly on issues related to children and rural communities. Gladney previously served in advocacy and policy roles with NC Child, the NC Rural Center, and the March of Dimes of North and South Carolina. 
  • Government Relations Manager Josh Lanier brings significant experience from the North Carolina General Assembly and is a licensed attorney. Lanier has worked on a broad range of policy areas with a focus on health care, particularly mental and behavioral health. 
  • Director of Fiscal Policy and Research Catherine Moga Bryant brings an extensive background in policy research, program management, and analytics. Moga Bryant has worked with counties and partners across North Carolina through previous roles at the NC Rural Center, the North Carolina Department of Commerce, Communities In Schools, and the North Carolina Pandemic Recovery Office.
