General Assembly Discussing H.R.1 Impacts
Legislators are holding two meetings on Tuesday, January 13, to hear how the state is implementing new social service requirements set out by House Resolution 1 (the Big Beautiful Bill Act). The first meeting, at 9:00 a.m., will cover changes to funding and administration of SNAP food benefits. You can watch it live here. The second meeting, at 1:00 p.m., will cover Medicaid enrollment and administration changes. NCACC Executive Director Kevin Leonard will share how counties are working to implement new administrative changes and what resources they need to ensure compliance with federal law. House Committee Discusses Property Tax Changes
The House Select Committee on Property Tax Reduction and Reform is meeting on Wednesday, January 14, at 10:00 a.m. to learn how local government property taxes are structured and what services they fund. NCACC, the North Carolina League of Municipalities, and the UNC School of Government have all been invited to present. The meeting is expected to be informational only, and no specific legislation is expected to be discussed. These committee meetings will continue into the year, with legislation making changes to the property tax system expected to be taken up during the 2026 short session beginning in April. NCACC is engaged with legislators on the committee to ensure they understand the critical importance of this source of local funding. You can watch the January 14 meeting live at 10:00 a.m. here.
