Polk County, N.C. – The North Carolina Association of County Commissioners (NCACC) Board of Directors convened its Board of Directors meeting on May 16-17 at the Tryon International Equestrian Center in Polk County. Under the leadership of NCACC President and Warren County Commissioner Tare “T.” Davis, the two-day meeting brought together county leaders from across the state to engage in meaningful dialogue on policy, fiscal planning, and strategic initiatives. 

NCACC President-Elect Wallace Nelson opened the meeting on Friday, May 16 with a welcome and introductions, and the Board approved minutes from the January 2025 session. Officer reports and an Executive Director update provided members with a comprehensive overview of the Association’s recent work and upcoming priorities. 

Jay Ludlam, deputy secretary for North Carolina Medicaid at the North Carolina Department of Health and Human Services, offered remarks, focusing on Medicaid developments that directly affect counties. The Friday agenda also featured a recognition of the New York State Association of Counties (NYSAC), with President Davis welcoming NYSAC President Hon. Benjamin Boykin II and NYSAC Executive Director Stephen Acquario to highlight inter-state collaboration. The day concluded with the presentation and approval of the FY2025-2026 NCACC budget. 

Led by President Davis, day two of the meeting included further discussion, beginning with a closed session on property matters, followed by legislative and strategic updates. Topics included the NCACC’s legislative priorities, an update of the presidential initiative during district meetings, and continued progress on the Helene Recovery effort. 

“We had a truly productive gathering with meaningful conversations that will help continue to guide the work of our Association,” said President Davis. “Our collective efforts are focused on making sure North Carolina counties are well-positioned to thrive, especially as we continue to address healthcare, budget priorities, and member services.”
