Pitt County, N.C. – The North Carolina Association of County Commissioners (NCACC) Board of Directors held its regular meeting on Wednesday, August 20, 2025, at the Greenville Hilton Hotel in Pitt County, with NCACC President and Warren County Commissioner Tare “T.” Davis presiding. The meeting brought together county leaders from across the state to conduct official board business and discuss strategic priorities ahead of the NCACC’s 118th Annual Conference. 

Following an optional strategic planning session and networking reception, the board convened for a full afternoon agenda that included the approval of prior meeting minutes and reports from the Association’s officers. NCACC President Davis provided opening remarks and updates, followed by reports from President-Elect and Perquimans County Commissioner Wallace Nelson, First Vice President and Hoke County Commissioner Allen Thomas, Second Vice President and Ashe County Commissioner Todd McNeill, and Past President and Washington County Commissioner Tracey Johnson.

NCACC Executive Director Kevin Leonard provided an update on the Association’s current initiatives and presented a Resolution of Appreciation for Pitt County in recognition of its role in hosting this year’s conference. 

Highlights of the board meeting included: 

  • Legislative update from NCACC Advocacy and Policy team
  • Preview of the 2025 Annual Conference from NCACC Conferences and Events team
  • Risk management update from Edgecombe County Commissioner Viola Harris, Chair of the NCACC County Risk Group Board of Trustees
  • Update from the UNC School of Government by Dean Aimee Wall
  • Special remarks from State Auditor Dave Boliek 

President Davis closed the meeting with a final update on his presidential initiative, Heroic Hands: Celebrating Public Service, and remarks reflecting on the year’s accomplishments and ongoing efforts to support counties statewide.

“It was an honor to preside over my final Board of Directors meeting as NCACC President,” said President Davis. “We had a truly impactful gathering with meaningful conversations that will continue to guide the work of our Association. Our collective efforts remain focused on ensuring North Carolina counties are well-positioned to thrive.”
