Planning & Community Development Director

Pender County, North Carolina is seeking a strategic and experienced Planning and Community Development Director to lead the County’s planning, development services, zoning and subdivision administration, floodplain management, hazard mitigation, and community development functions.

This is a high-impact executive leadership role in one of North Carolina’s fastest-growing coastal counties. The next Director will help guide responsible growth across a diverse county that includes coastal communities, rapidly developing suburban areas, rural and agricultural landscapes, historic communities, and environmentally sensitive areas.

The ideal candidate will bring strong technical planning knowledge, sound judgment, public-sector leadership experience, and the ability to work effectively with elected officials, appointed boards, residents, property owners, developers, staff, municipalities, and state and federal partners. The successful candidate will be expected to strengthen development review processes, support long-range planning, guide ordinance and policy work, integrate resilience and hazard mitigation into planning decisions, and build organizational capacity within the department.

Bachelor’s degree in Urban and Regional Planning, Public Administration, Geography, Environmental Science, or a closely related field required; master’s degree preferred. Five years of progressively responsible experience in planning, community development, or development services required, including at least two years in a supervisory or management capacity. AICP certification is required or must be obtained within one year of appointment. Certified Zoning Official designation is preferred.

Salary range: $87,956.10 - $130,834.70
