Description

Performs complex administrative, professional, and managerial work planning, organizing, and supervising various County functions and overseeing projects and programs as delegated by the County Manager. Employee is also appointed as the Consolidated Health and Human Services Director.

An employee in this class performs highly responsible analytical, administrative, supervisory, and professional work in the County Manager’s Office. The position supports the County Manager by conducting and managing complex projects, providing project planning and management oversight, and ensuring priority initiatives established by the County Manager’s Office and the Board of Commissioners are implemented. The position serves as a primary liaison between the County Manager’s Office and the
departments on special projects and requests. The employee also serves as the Consolidated Health and Human Services Director responsible for planning, organizing, staffing, and directing the agency internal operations. This role involves working towards a unified implementation of Public Health and Social Services operations which include program implementation, supervision, and responsibility for fiscal, human resources, strategic planning, and intergovernmental relations functions. The work requires initiative, independent judgment, confidentiality and considerable working knowledge of operations and programs. Work is performed under the general direction of the County Manager and is evaluated through discussion, observation, conferences, reports and results, and feedback from department heads. 

Salary

$86,599 - $105,512

Qualifications

Graduation from a four-year accredited college or university or an equivalent degree with a focus in business, public administration, planning or political science or closely related field. Considerable experience in governmental policy and procedure, including thorough knowledge of State law governing County administration. Experience as a department head or at a management level or any equivalent combination of training and experience which provides the required skills, knowledge, and abilities.

Special Requirements

  • Comprehensive knowledge of the principles, practices, and functions involved in local government management.
  • Thorough knowledge of North Carolina General Statutes and of local ordinances governing the responsibilities of the County Manager, Board of Commissioners, and other public officials.
  • Thorough knowledge of the principles and practices of leadership, employee motivation, communication, team building, mentoring, performance coaching, hiring, and discipline.
  • Considerable knowledge of laws, policies, and current practices in a variety of phases of municipal administration including budget, personnel, purchasing, planning, and other functional areas.
  • Considerable knowledge of the application of information technology to improving the efficiency, effectiveness, and customer service functions of County services.
  • Skill in collaborative conflict resolution, problem-solving, and group facilitation.
  • Ability to analyze a variety of complex administrative problems, to make sound recommendations for their solutions.
  • Ability to plan, project, and determine priorities for service delivery to citizens.
  • Ability to exercise sound judgment in making decisions in conformance with laws, regulations, and policies.
  • Ability to coordinate and direct a wide variety and array of County services through department heads and other staff support positions.
  • Ability to develop and maintain effective working relationships with other governmental jurisdictions, elected and appointed officials, community groups, employees, and the public.
  • Ability to communicate effectively in oral and written forms.
  • Ability to establish and maintain accurate and thorough records and compile effective reports.
  • Valid NC Driver’s License
