The North Carolina Association of County Commissioners (NCACC) County Risk Group (CRG) offers workers compensation and liability and property coverages for counties and related entities. Members of the CRG enjoy comprehensive and affordable coverage specifically designed for local government exposures. Currently, we proudly serve over 70 member counties, including entities in one or both pools within the risk group.

Workers Compensation Pool

The NCACC began the Workers Compensation Pool in 1981. At that time, local governments were unable to buy workers compensation coverage at a reasonable cost. The traditional insurance markets were unwilling to provide this statute mandated coverage for an affordable price, or in most cases, not at all.

Workers Compensation claims are handled through our service partner Sedgwick Claims Management Services Inc. (SCMS)

Liability and Property Pool

The NCACC created the Liability and Property Pool in 1986 for similar reasons to the Workers Compensation Pool. Specifically, because of the need for a steady, consistent risk management program designed to reduce the property – liability exposures confronting local governments and create more significant control over the availability of coverage and associated costs.

The Liability and Property Pool’s claims are also administered by SCMS through a dedicated staff to deliver consistent claim management results in concert with the Association’s oversight.

Call 1-877-NCACCRM (1-877-622-2276), and one call does it all. No more paperwork! We will complete the first report of injury or loss notices for you.

This service is available for all types of claims, 24 hours a day, seven days a week, at no cost to members.

A copy of the report is faxed back to your office for your records.

The after-hours emergency number to speak with the claims supervisor on the call regarding a severe claim is 1-866-261-5788.

HR Help Line

The NCACC County Risk Group’s H.R. Legal Helpline is a NEW limited resource available to NCACC CRG members. The sole purpose of the Helpline is to assist members with basic, time-sensitive employment issues. The NCACC County Risk Group has contracted directly with Pool attorneys to provide the requested advice at no initial cost to its members.

To use the Helpline, a Pool member will complete the attached form and send it by email or fax to a legal professional as outlined in the document. Once the request is received, an attorney will contact the appropriately designated requestor by close of business the next day, if not sooner.

Transit Lift Guard Reimbursement

This program provides a reimbursable grant to assist counties and transit authorities to purchase and install liftgates for transit vehicles equipped with wheelchair lifts. These gates offer an engineered solution to the unguarded opening that is created when a wheelchair lift is left unattended in the down position. The result of a passenger falling through this opening can lead to severe injury or even death.

Reimbursement is limited to $4,500 (Up to 3 gates per fiscal year).
