Hope Thomson and Anna Patterson from the Environmental Finance Center at UNC’s School of Government will be facilitating two-single day workshops focusing on Water, Wastewater and Stormwater finance strategies for local governments in western North Carolina. Representatives from the NC Department of Water Infrastructure (DWI) will appear to discuss DWI grant programs and answer questions. The workshops are co-sponsored by the UNC Environmental Finance Center and the Local Government Training Program at Western Carolina University.

Day 1: Water and Wastewater Finance Strategies

This workshop will provide utility practitioners with new skills and up-to-date understanding of the following:

  • How to accurately assess their utility’s fiscal health
  • How to set rates that adequately fund operations and maintenance and capital
  • improvement planning
  • How to fund capital improvements
  • Legal considerations for utility finance

Day 2: Stormwater Finance Strategies

This workshop will provide stormwater professionals with up-to-date understanding of the following:

  • Reason for, and general steps to, establish a stormwater utility
  • How to set stormwater utility fees and establish a stormwater utility fee structure
  • Regional perspectives on stormwater management
  • Legal considerations for stormwater management
