The Transportation Engineering Manager will perform analytical work to review traffic engineering studies and Traffic Impact Analysis’ submitted by private consultants for new development, and for Town and State transportation projects. Plan review for new development is a key role in ensuring that transportation networks are designed in a manner that meets the Town’s plans and ordinances. The Transportation Engineering Manager will oversee transportation construction contracts and calculate the overall costs for a project; and may often serve as the project manager for contracts with professional engineering consulting firms to conduct special planning and design studies for proposed capital projects. The position will utilize data from traffic studies along with other local and regional data sources to assess system safety and capacity needs to develop projects, countermeasures, and funding strategies to help improve the Town’s transportation system and protect local neighborhoods. The Transportation Engineering Manager will represent the Town with other local, state and/or federal agencies. Work is performed under general supervision of the Director of Engineering and is evaluated based on review of work, conferences, meeting performance measures, and working in accordance with assigned duties. The employee exercises considerable judgment and independence of action including contacts with citizens, contractors and developers.
Duties and Responsibilities
- Reviews traffic studies, hires consultants, analyzes results and makes recommendations.
- Ensures compliance with government standards and regulations.
- Responds to citizen inquiries, performs field investigations as required, and develops solutions to transportation related problems
- Manages the Town's resurfacing project, Powell Bill, reimbursement agreements and the lane closure process.
- Makes estimates of time, equipment, and materials costs for in-house and contracted projects.
- Organizes project scopes, issues requests for proposals, and conducts selection of consultants.
- Oversees task orders and payments for assigned projects.
- Oversees and administers construction projects including bid and contract administration, construction oversight, coordination of permitting, document reviews, and facilitation of progress meetings.
- Serves as technical resource and liaison for Town staff, contractors, consultants, developers, community groups, commission, agencies and other stakeholders; responds to inquiries, requests and complaints; performs research; provides consultation; identifies and resolves issues.
- Attends, conducts and delivers presentations at various meetings; performs public outreach; prepares agendas, reports, specifications, schedules, engineering drawings and other related documentation and communications materials.
- Investigates and coordinates mitigation of construction problems with contractors and citizens to respond to issues of drainage, street construction, traffic flow and other construction-related issues.
- Designs or reviews projects including administration of the bidding process and seals plans with PE stamp as necessary; prepares engineering studies and reports;
- Reviews proposed development plans for compliance with area of assignment; participates as a member of the Technical Review Committee.
- Prepares grant applications and funding requests for projects; prepares and administers professional services contracts.
- Represents the Town and attends local and regional meetings in area of assignment to advocate for the Town's needs and priorities; establishes and maintains collaborative working relationships with state and federal agencies and other local units of government.
- Prepares amendments to Town documents including the Unified Development Ordinance, Code of Ordinance, Manual of specifications, Standards & Design, policies, etc.
- Responds to requests for information from citizens, realtors, developers and other interested parties for issues relating to Town projects; responds to a variety of citizen complaints, resolves conflicts with developers, contractors and the general public.
Requires graduation from an accredited college or university with a bachelor's degree in transportation planning, civil engineering or closely related field, and a minimum of five years of experience in the planning, design and/or construction of public infrastructure.
- Possession of a valid North Carolina driver's license.
- Possession of a Professional Engineer (PE) certification for the State of North Carolina is required.
