Transit Manager
General Statement of Duties
Performs responsible managerial, administrative, and supervisory work in planning, developing, and implementing transportation services for the citizens of the County.
Distinguishing Features of the Class
An employee in this class is responsible for planning, organizing and directing a regional transportation program for the citizens of the County. Work includes supervision of personnel; budget development and projection including overseeing grant preparation and reporting; monitoring and operating within approved funding; ensuring that services are provided in accordance with eligibility guidelines for various funding sources as appropriate; monitoring continual operations and safety; and maintaining public contact with citizens and service agencies. Independent judgment, initiative, and analytical skills are required in the performance of duties. Work involves extensive public contact with the agency and local and state officials requiring tact, diplomacy, and negotiation skills. Work is performed under the general administrative supervision of the County Manager and oversight by the County Transportation Advisory Board. Work is evaluated through conferences, review of job duties, and feedback from citizens and/or groups served.
Duties and Responsibilities
Essential Duties and Tasks
Manages the Transit Department's day-to-day operations, including delivering service to the public and supervising department staff.
Develops, implements, amends, and administers policies and procedures to ensure compliance with established statutes and coordination of cost-efficient and timely transportation services to residents of the County including the development of transportation routes.
Hires departmental staff; evaluates performance; counsels and disciplines; recommends termination.
Develops and monitors annual department budget; authorizes expenditures for purchases; ensures billing for reimbursements are completed timely and accurately; reviews financial and operating data and develops reports; oversees annual grant preparation.
Prepares various grants, writes and implements policies to comply with federal and state requirements.
Administers the DOT and other grants; prepares quarterly reimbursement invoices for NCDOT; prepares quarterly and yearly reports covering operating statistics
Identifies and assesses short and long term needs and recommends programs and/or actions to the Transportation Advisory Board to implement service and management improvements.
Participates in meetings of the Transportation Advisory Board and develops reports regarding the activities and operations of the delivery of transportation services in the County.
Oversees the development of all service-related documentation, reports, and forms and implementation of necessary data collection procedures.
Ensures all service complaints are investigated and resolution action is documented and communicated.
Promotes and publicizes services; attends meetings and speaks to community groups and local businesses; acts as the transit spokesperson for the County.
Develops and maintains effective working relationships with local, State, and Federal officials involved in the transit programs.

Knowledge of modern effective supervisory principles and practices.
Working knowledge of modern effective supervisory principles and practices including communication, coaching, motivation and evaluation of performance and ability to utilize effectively.
Working knowledge of computers and varied office management, including work processing, spreadsheet and specialized transportation software and strong skills in using effectively.
Working knowledge of effective practices and principles of negotiating and demonstrated negotiating skills.
Working knowledge of the geographical layout of the County and surrounding areas
General knowledge of the needs and services for the elderly and handicapped citizens.
Skill in organizational, time management and coordination skills involving multiple activities.
Skill in office technology including a variety of word processing and spreadsheet software.
Skill in collaborative conflict resolution and customer service excellence.
Ability to supervise, motivate and evaluate performance of staff.
Ability to research and write grants.
Ability to negotiate agreements and contracts with funding sources and community businesses and agencies.
Ability to develop and maintain effective working relationships with diverse interest groups, citizens, agency and department heads and staff, and state and federal officials.
Ability to communicate effectively in oral and written forms.
Ability to organize and implement effective monitoring and reporting of the program.
Physical Requirements
Must be able to physically perform basic life functions of reaching, standing, walking, lifting, fingering, grasping, feeling, talking, hearing, and repetitive motions.
Must be able to perform light work exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or a negligible amount of force constantly to assist physically disabled riders.
Must possess the visual acuity to prepare data and statistics, to work with accounting processes, to operate a computer terminal, and to read extensively.
Desirable Education and Experience
Graduation from an accredited college or university with a four year degree in business administration, public administration, transportation planning, or a related field and 5 to 7 years of progressively responsible experience in transportation planning/management; or an equivalent combination of training and experience.
Special Requirement
Possession of a valid North Carolina driver’s license and ability to meet DOT regulations.
