Performs complex professional work as Clerk to the Town Council; does related work as required.  Work is performed under the general supervision of the Mayor and Town Council.  Supervision is exercised over subordinate staff.


This is light work requiring the exertion of up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force constantly to move objects; work requires stooping, reaching, standing, fingering, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for preparing and analyzing written or computer data, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is not subject to adverse environmental conditions.



Serving as Clerk to the Mayor and Town Council; preparing and maintaining official records and files; maintaining the Town Code.

Prepares agenda for Town Council meetings; coordinates the assembly and ensures the accuracy of all agenda item information and materials;

Attends regular, special and closed sessions of the Town Council; takes minutes and records official actions;

Prepares minutes of meetings; follows up with work associated with Council actions;

Prepares follow-up report for staff work plan

Attests official contracts and documents;

Official records custodian of the town;

Prepares certifications and extracts from minutes;

Prepares and updates ordinances and resolutions; amends the Town Code and distributes updates;

Swears in speakers at public hearings; notarizes documents;

Maintains a roster of advisory board members; coordinates the appointment of citizens to advisory boards, and coordinates the annual advisory board recognition dinner;

Prepares correspondence to individuals and agencies notifying them of Council actions;

Prepares ordinance and correspondence for voluntary annexations; has the ordinance recorded in the Register of Deeds Office;

Prepares Town Council Calendar of Agenda Items and Calendar of Meetings;

Prepares the budget for the Town Clerk’s Office, Mayor and Council, and Advisory Boards and monitors expenditures of budgets;

Registers Town Council for conferences;

Serves as the Town’s legislative liaison including assisting in preparation of the Town’s legislative priorities, monitoring federal and state legislation, and liaison to federal and state legislative delegation, NC Metro Mayors Coalition and NC League of Municipalities;

Organizes and executes Citizens Academy;

Serves as staff liaison to citizen advisory boards as requested by Council;

Prepares all Conditional Use Permits;

Manages the annual Human Rights Campaign Municipal Equality Index;

Provides direct supervision of Deputy Town Clerk;

Performs office duties;

Performs related tasks as required.


$60,000 - $80,000, dependent on experience and qualifications.


Any combination of education and experience equivalent to graduation from an accredited community college or related field and extensive municipal government experience. Certified Municipal Clerk (CMC) designation preferred.

Special Requirements

Notary Public; Certified Municipal Clerk (CMC) or ability to begin earning credits towards designation.
