The North Carolina Association of County Commissioners (NCACC) is the official voice of all 100 North Carolina counties on issues considered by the North Carolina General Assembly, Congress, and federal and state agencies. The NCACC provides expertise to counties in advocacy, research, risk management, education, and leadership training. The Strategic Project Coordinator Program (SPC Program) is a service offered by the Strategic Member Services (SMS) department of the NCACC. This mutually beneficial program is designed to engage early-career professionals — or those exploring a transition into local government — who hold a master’s degree and are interested in county government. These individuals manage and support specific projects that deliver capacity assistance and technical support to North Carolina counties. This cohort-based program provides an opportunity to create meaningful experiences for emerging professionals to grow their peer learning and professional networks in local government, inspiring their continued commitment and investment in county government. 

The SPC Program supports the mission by providing capacity and technical support to counties across North Carolina in numerous functional areas of county government. It also seeks to provide training and mentorship to bolster the pipeline of young professionals investing their time and talent in North Carolina county government. The NCACC seeks talented and flexible public servants to work with counties to meet their capacity needs.   

JOB SUMMARY 

Individuals in this role coordinate technical and strategic planning and guidance to assist county governments with capacity assistance across numerous functional areas of county government, in the administration and use of national opioid settlement funds, and American Rescue Plan Act (ARPA) in full accordance with fund requirements.   

ESSENTIAL DUTIES AND RESPONSIBILITIES 

Depending on assigned counties and projects, may perform some or all the duties below on behalf of and in coordination with administration and finance staff within assigned counties: 

  • Coordinate technical and strategic assistance with project work related to capacity assistance support, county and regional strategic planning on use of national opioid settlement funds, and ARPA State and Local Fiscal Relief Funds. Ensure that planned projects are compliant with federal, state and grant-maker guidelines; 
  • Create grant projects, monitor expenditures and provide oversight of subrecipients; 
  • Establish and track project performance metrics and outcomes; 
  • Identify, apply for, and manage federal and state grants related to ARPA-eligible projects and strategies to address the opioid epidemic; 
  • Track expenditures and prepare reports to submit to federal, state and grant-maker overseers; 
  • Lead and/or assist with outreach efforts to gain community input and incorporate into project plans; and 
  • Lead and/or assist with public information and/or internal communications related to assigned projects.

Performs other duties of a similar nature as assigned. 

Salary

This is a non-exempt, full-time position with benefits. As part of the grant funding agreements that support the program, the Strategic Project Coordinator’s salary is fixed at $60,000 for the duration of employment with NCACC. 

Qualifications

Education/Experience: 

Master’s degree with significant coursework in public administration, public policy, public health, social work, accounting/finance, and related fields. Government internship experience preferred. Experience working with federal grants and/or American Rescue Plan funds a plus. 

Knowledge, Skills, Abilities: 

General financial skill to prepare and administer project budgets or program finances; ability to prepare reports, documents and presentations; ability to interpret, monitor and report financial information; ability to gather data and analyze findings; ability to research best practices and solutions; ability to effectively communicate both orally and in writing; ability to perform and organize work both independently and collaboratively as part of a team; ability to utilize interpersonal skills to interact and establish and maintain effective working relationships with federal, state and county officials, employees, associates and the general public; ability to exercise political acumen, tact and diplomacy; knowledge of standard office and computer equipment to successfully complete work; and demonstrate proficiency in Microsoft Word, Excel, PowerPoint, Outlook and Teams.

Miscellaneous

Primary workspace is remote, however the employee should expect to also perform work within the office space of various county governments and councils of governments. Occasional to frequent travel throughout North Carolina is required.
