GENERAL STATEMENT OF DUTIES

 

Assists the County Manager in the implementation of the mission of Iredell County.  Assists in the implementation and measurement of progress of County-wide goals and objectives.  Assists the County Manager and Department Directors in administering and coordinating County programs and activities.  Provides program evaluation and strategic planning assistance.  Performs research and analysis while providing accurate and complete information about practices and policies of the County. 

 

Under limited supervision, performs specialized administrative work in the development of grant funding for the County.  Work involves researching, coordinating, and developing grant funding proposals, and aiding staff and consultants regarding potential grant opportunities. The employee must establish and maintain good working relationships with County staff, elected officials, and the public.  Reports to the County Manager.

An employee in this class will provide accurate information for the present and future well-being of Iredell County.   Work involves extensive contact with officials, department directors, and the public.  Strong, forward thinking, leadership abilities, as well as independent judgment, initiative, tact, and courtesy are required.  Contributes to the overall quality of the County’s service provision by fostering and facilitating the development and coordination of work teams charged with reviewing, recommending, and implementing improved policies and procedures.  Work is performed under the general direction of the County Manager and is reviewed through performance evaluation and results achieved.

 

DUTIES AND RESPONSIBILITIES

 

  • Consults with the County Manager and keeps the County Manager aware of situations as needed.
  • Manage, update, assists in planning, coordinating, and directing the work of county departments and programs relative to the County’s strategic plan.
  • Conducts evaluations of departments and/or programs to determine compliance with administrative management policies, strategic plan, procedures, and regulations.
  • Researches, analyzes data, prepares and supervises special projects as required.
  • Generates reports and presentations regarding the County’s progress in meeting strategic plan goals.
  • Leads employee and public engagement efforts related to strategic planning.
  • Assists in researching available grants, working with Department Directors to gather information to produce grant applications for submittal.
  • Plans, organizes, directs and coordinates County-wide objectives for grant and proposal writing and negotiates with grantor agencies and resolves issues of grant eligibility.
  • Conducts research into potential public and private grant funding sources; writes grant proposals, applications, and letters of intent; and performs cost/benefit analysis, connects departments to potential grant opportunities and provides analysis, evaluation and technical assistance as needed.
  • Maintains a current and thorough working knowledge of county, state and federal legislation and regulations relating to grants; reviews new and proposed legislation and lobbies as appropriate for changes which are beneficial for projects and policies affecting departments County-wide; coordinates assigned work with related activities in other County departments and governmental and public organizations; identifies interdepartmental cooperation opportunities for available funding.

  • Thorough knowledge of county government organization, operations, and issues.
  • Thorough knowledge of modern public administration management, techniques, and principles.
  • Thorough knowledge of state and federal legislation processes, and policies.
  • Ability to define objectives and bring projects to completion.
  • Ability to research, analyze and make recommendations on various topics.
  • Ability to establish and maintain effective working relationships with officials, department directors, county staff, and the public.
  • Ability to communicate effectively orally and in writing.
  • Ability to maintain accurate up-to-date records and documentation.
  • Ability to evaluate the effectiveness of programs/services and make recommendations for improvement.

 

PHYSICAL REQUIREMENTS

 

Must be able to perform the basic life operational skills of climbing, stooping, kneeling, crouching, reaching, standing, walking, fingering, grasping, talking, hearing and repetitive motions.

 

Must be able to perform medium work, exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to lift objects.

 

Must possess the visual acuity to prepare and analyze data and figures, perform accounting tasks, operate a computer terminal, and do extensive reading.

 

 

Salary

$2,500 New Hire Sign on Bonus!

Hiring Range: $78,256.78 - $122,080.58

Qualifications

DESIRABLE EDUCATION AND EXPERIENCE

Bachelor’s Degree in Public Administration, Business Administration,  Communications or related field AND at least five (5) years of progressively responsible public sector management work involving planning administration, strategic planning or grant writing OR an equivalent combination of education and experience.
