The person in this position will be responsible for planning, managing, and operating the county- wide water system and wastewater system. Some of the major functions of this position include prepare the annual budget which includes proposed rates and fees; prepare solid waste grant requests; work with the consulting engineer regarding enhancements to the water, wastewater, and solid waste infrastructure. Make recommendations regarding policy development and interpret utility policy to the public; Ensure the public utilities department is in compliance with OSHA, EPA, NCDENR and other government agencies rules and regulations. Oversee billing and collection procedures and system operation and maintenance; Project long term planning for the department and set priorities and completion dates. This position also assists and advises the County Manager, Management Team, and departmental officials on public utility related matters.
The hiring range for this position is $61,450 – $77,807. Halifax County provides a comprehensive employee benefits package, including membership in the N.C. Local Government Employees’ Retirement System.
Any combination of education and experience equivalent to graduation from an accredited college or university with major course work in sanitary or civil engineering or related field and administrative progressively responsible experience in the management of a public utility system. Desired qualifications: Public Utilities and/or Solid Waste experience working in a Local Government agency. Halifax County requires each department head reside within the county borders by the completion of their nine-month probationary period.
