GENERAL STATEMENT OF DUTIES
The Public Relations Director will oversee Guilford County’s comprehensive public relations and communications strategy, working closely with County Administration to define, develop, and unify County branding, maximize media value for the County, and cultivate community engagement and high visibility for the County with consistent voice.
DISTINGUISHING FEATURES OF THE CLASS
Create and provide oversight for Guilford County’s Public Relations strategy. Disseminates information on County policies and initiatives to the public and employees. Writes and edits newsletters, news releases, annual reports, website and social media postings, and related event and presentation materials. Creates and manages community relations and public information campaigns on behalf of the County and its departments. Work includes frequent oral and written communication, creation of documents and reports, and use of social media, photography, and video equipment. Work is performed under the general direction of the County Manager.

DUTIES AND RESPONSIBILITIES
Provide information and promotes County services and programs, both internally and to the public.
Provide leadership and supervision for a public relations team.
Develop and manage consistent internal and external communications, including print, visual and electronic media.
Develop and distribute press releases to news media and relevant organizations.
Provide guidance, direction, and services to County departments on overall communication strategies and messages to assure the County’s approach to communications and public relations is comprehensive, appropriate, effective and innovative.
Maintain contact lists for relevant news media, community partners and citizens for the purpose of sharing information regarding County services and programs.
Assist the Board of Commissioners and County departments in the planning and execution of public input meetings.
Advises county department heads and employees on community engagement, public communications, and media relations issues.
Composes and produces annual report, news articles and news releases; prepares special reports, informational brochures and reference materials.
Develops, conducts and evaluates citizen surveys, and designs and plans workshops.
Edits, writes and publishes regular citizens and employee newsletters, collecting information, taking photos, writing, editing and producing documents, and laying out and distributing for use.
Assists with special projects, as assigned, to include policy research and reports.
Represents public information interests on internal and external committees.
Develops and implements policies related to community engagement.
Develops and maintains productive professional working relationships with community resources, partner agencies and organizations, and County employees.
Provides information on communication and public relations efforts to senior management.
Coordinates public communications efforts across the organization through collaboration with those assigned communications responsibilities within County departments.
Manages and maintains official County social media accounts and coordinates departmental social media efforts.
Responds to inquiries from the media and general public including those received via the County website and social media.
Promotes, attends and publicizes County functions.
Maintains photo library for County organization.
May be required to report to work to serve customers outside of normal working hours and during emergency conditions. May be assigned to report at a different time and location and to perform different duties as necessary
KNOWLEDGE SKILLS AND ABILITIES
Knowledge of the principles and practices of community, public and media relations.
Knowledge of writing and editing.
Knowledge of graphic design and/or video editing preferred.
Knowledge of the organization, function, and method of operation of local government, county government preferred, and its operational departments.
Skill in the use of computer equipment, graphic design and video editing software.
Ability to plan, coordinate, lead, and supervise the work of subordinates and others to achieve department and county goals.
Ability to gather and analyze facts on a variety of subject matters and to assemble and present concise reports and presentations.
Ability to clearly communicate complex ideas effectively, orally, and in writing.
Ability to establish and maintain effective working relationships with County officials, associates, news media, and the public.
Ability to meet sometimes tight deadlines to produce relevant and timely materials for public and internal consumption.
Ability to deliver at times sensitive and controversial information in an appropriate manner.
Ability to discern between information appropriate for public consumption and information that should remain internal.

A Bachelor’s Degree in a related field with a combination of education and experience that would provide the necessary knowledge, skills, and competencies to perform the essential duties and tasks of this position OR Bachelor’s degree in Communications, Journalism, or a related field and considerable experience in public relations and eight years of experience overseeing a public relations function in a complex local government organization with at least three of those years in a supervisory capacity. Education and experience should be clearly documented with demonstrated linkages to the essential duties and tasks of this position.
