Person County has an excellent opportunity for an experienced planning professional to lead a small department and work in partnership with other dedicated development services staff to guide the future growth and development of the county. Located in North Carolina's Triangle Region, Person County is within an hour’s drive of the Research Triangle Park (Durham, Chapel Hill and Raleigh) and the Piedmont Triad (Greensboro, Winston-Salem and High Point), and a two-hour drive of Richmond, Virginia. The director will ensure the vision of the recently completed 2021 Person County & City of Roxboro Joint Comprehensive Land Use Plan is implemented. The guiding principles of the plan are: celebrating our rural character and lifestyle, facilitating sustainable economic growth, building a strong and vibrant community, and strengthening governmental coordination.

The director will also be responsible for managing exciting new projects. The County is in the beginning stages of working with a consultant and steering committee to create a Unified Development Ordinance (UDO). In addition, as the County’s stormwater administrator, the director will play a key role in developing a new 280-acre county park to meet state stormwater regulation requirements.

The Planning and Zoning Director plans, organizes and directs the work of two staff members, also responsible for planning services, to provide coordinated guidance and regulation of the growth and development of the county. Work involves short- and long-range planning for policies and growth; conducting research and studies; performing professional planning duties; providing supervision and administrative guidance to the staff in planning and enforcing codes; and serving as technical advisor to the County Manager, Board of County Commissioners, and Planning Board, Board of Adjustment, and others on land use and planning issues. Work involves extensive public contact and coordination with other departments, boards, commissions, developers, other government officials, and the general public. The role also includes developing a favorable relationship between the County and the business and commercial community. Work is performed under the general supervision of the Assistant County Manager and is evaluated through conferences, review of reports and records, and contractor and citizen feedback.

Desirable Education and Experience

Bachelor’s degree in planning, environmental science, landscape architecture or related field and a minimum of five years’ experience in professional planning work or equivalent combination of education and experience. Master’s Degree, AICP certification, CZO certification and supervisory experience are preferred.
