General Statement of Job

Performs professional and administrative work planning, directing, and coordinating the operations, services and staff of building and grounds maintenance, water and sewer, planning and managing all building and renovation projects, preparing and maintaining files and records; preparing reports, and related work as apparent or assigned. Work involves setting policies and goals under the direction of the County Manager. Departmental supervision is exercised over all personnel within the department.

Specific Duties and Responsibilities

Plans, organizes, directs and supervises building and grounds maintenance, water and wastewater activities; ensures departmental activities are conducted safely and within regulatory requirements.

Receives and responds to inquiries and complaints; responds to customer concerns on various issues; provides solutions and resolves issues.

Oversees the activities and personnel involved in the daily operation and maintenance.

Oversees and supervises all personnel engaged in the operation, maintenance, installation, repair, rehabilitation or construction of water and sewer lines and related facilities.

Prepares and reviews technical drawings, plans, specifications, letters and construction contracts for all divisions.

Manages all new construction and renovation projects involving County buildings; makes field inspections of projects and facilities to ascertain status and conditions; oversees various projects in progress.

Recruits and selects department personnel; promotes, suspends and disciplines with input from Human Resources and / or other County Administrative Staff.

Directs, trains inspect the work of staff and evaluates their performance.

Works closely with various departments to determine maintenance and expansion needs; responds to and resolves complex maintenance issues.

Develops and implements departmental operating budget; monitors expenditures.

Knowledge, Skills and Abilities

Comprehensive knowledge of principles, standard methods and practices of general maintenance and administration as applied to the development, construction and maintenance of public utilities and public facilities; skill in the use of engineering equipment and instruments; ability to plan, lay out and direct the work of professional and technical subordinates; ability to plan projects and prepare related designs, estimates and specifications; ability to make comprehensive recommendations on engineering problems and planning; ability to prepare complex cost reports and other financial records; ability to establish and maintain effective working relationships with County officials, other public officials or representatives, contractors, associates and the general public.

Salary

Annual Starting Salary: $43,320 to $45,120

Special Requirements

Education and Experience

Secondary education with a certificate or license in General Maintenance or in a related field. Applied Associates degree in General Maintenance with coursework in civil engineering, construction management would be preferred. Three years of progressively responsible managerial experience; or an equivalent combination of education and experience.

Special Requirements

Be able to obtain certification in maintenance or a related field within six months of hire date.

Valid driver's license in the State of North Carolina.

Physical Requirements

This work requires the occasional exertion of up to 50 pounds of force; work frequently sitting, speaking or hearing, using hands to finger, handle or feel and repetitive motions and occasionally requires standing, walking, reaching with hands and arms, pushing or pulling and lifting; work requires close vision, distance vision, ability to adjust focus, depth perception and color perception; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires wet, humid conditions (non-weather), working near moving mechanical parts, exposure to toxic or caustic chemicals, exposure to outdoor weather conditions, exposure to the risk of electrical shock and exposure to vibration; work is generally in a moderately noisy location.
