IT Network Operations Manager



Under the direction of the IT Director and Deputy Director, the IT Network Operations Manager is primarily responsible for overseeing two major facets/roles of the IT department that are fundamentally interrelated:


Primary - Network/Systems architect – Responsible to design and maintain all County Information Technology including networking, servers, storage, and software, on-premises and cloud to ensure the County is utilizing its budget and resources as effectively as possible to keep data secure and workers working. Will lead the back-end network team to make technology decisions and recommendations, implement new technologies and maintain existing ones. Will collaborate with 27 county departments to see that their needs are met based on the guiding principles of security and industry standard network accessibility. Will serve as the highest tier network engineer in the event a problem is beyond the capabilities of all other County IT staff.

Primary - IT Project Management – Will serve as a project manager on the County side for assigned network technology projects where IT is the only clear stakeholder, co-manage projects that include multiple departments as stakeholders, or where the technological requirements of the project are beyond the capabilities of the non-IT department that is the stakeholder. Will be required to research and present network and systems solutions to technology problems to Alamance County Departments and the IT Director. Will work with multiple third parties, when needed, to put together the best solution for Alamance County in accordance with North Carolina state law. Will coordinate with IT Director, IT staff, staff of stakeholder departments and third parties as necessary to see that goals are met in a timely fashion, technologies are implemented in a proper, working state and projects are completed within the budget specified.

Secondary - IT Security & Compliance – Working hand in hand with the IT Security Team as to ensure security, confidentiality, integrity and availability of the County’s data. Contributes heavily in the event of a security breach or incident to isolate and eliminate the threat, maintain normal operations to the greatest degree possible, implement failover or backup procedures, restore operations to normal.


Full position salary is reflected. Starting salary will commensurate with experience and internal equability.




  • Responds to concerns from stakeholders; coordinates implementation of new operational policies and procedures throughout the system’s network.
  • Provides technical management of the network operation, ensuring that agreed service levels are met and all relevant procedures are being adhered to. Knowledge of software defined networking and network function virtualization.
  • Develops and implements communication and reporting mechanism to manage issues, risks and timely delivery of initiative results.
  • Plans, directs, maintains and coordinates network installation, maintenance and operations.
  • Responsible for supervising and training employees on the network team and also maintaining and updating their performance records.
  • Provides technical expertise to enable the correct application of operational procedures. Uses network management tools to determine network load and performance capabilities. Critical thinking skills with effective troubleshooting and problem-solving skills including the ability to reverse engineer configuration
  • Contributes to the planning and implementation of maintenance and installation work. Implements agreed network changes and maintenance of routines.
  • Checks and approves other department software and IT systems to make sure they comply with all networking standards.
  • Carries out the supervision and delivery of projects and modify/tweak systems so as to improve output.
  • Selects hardware, software and vendors according to County needs and budget availability.
  • Configures, monitors, troubleshoots and problem solves network issues for quick remedy.
  • Recommends innovative and (where possible) automated approaches for system administration tasks and business processes as long a security of the data and network are maintained.
  • Ensures system regulatory compliance and be aware of requirements. This includes, but not limited to maintaining all IT compliant solutions and policies.
  • Communicating long term and short term costs, assessing ongoing and future infrastructure needs and contributing to strategic decisions.

Special Requirements



Education: BS in Computer Science or in a related IT discipline, or a relevant field required from an accredited college or university. Five or more years of relevant progressive technical experience. Prefer three or more years of relevant leadership experience. Prefer CCNA (minimum) and CISSP certifications. Equivalent combination of experience and training may be substituted.
