Under the direction of the IT Director & Deputy Director, the IT CYBER SECURITY MANAGER is primarily responsible for overseeing two major facets/roles of the IT department that are fundamentally interrelated:

 

Primary - IT Security/Compliance Officer – Responsible for the security, confidentiality, integrity and availability of the County’s data. Responsible for maintaining current knowledge about industry’s security best practices and requirements including NIST, HIPAA, CJIS and PCI and advising management in the adoption, implementation and enforcement of policies that meet these standards. Will take the lead in the event of a security breach or incident to isolate and eliminate the threat, maintain normal operations to the greatest degree possible, implement failover or backup procedures, restore operations to normal and ultimate performing a forensic analysis to determine the entry point and infection path with the assistance of applicable federal and state cyber security agencies as appropriate.

Primary - IT Project Management – Will serve as a project manager on the County side for assigned security technology projects where IT is the only clear stakeholder, co-manage projects that include multiple departments as stakeholders, or where the technological requirements of the project are beyond the capabilities of the non-IT department that is the stakeholder. Will be required to research and present IT solutions to security problems to Alamance County Departments and the IT Director. Will work with multiple third parties, when needed, to put together the best solution for Alamance County in accordance with North Carolina state law. Will coordinate with IT Director, IT staff, staff of stakeholder departments and third parties as necessary to see that goals are met in a timely fashion, technologies are implemented in a proper, working state and projects are completed within the budget specified.

Secondary - Network Security Support – Working hand in hand with the IT Network Team to secure all Information Technologies including, storage, networking, software, on-premises and cloud to ensure the County is utilizing its budget and resources as effectively as possible to keep data secure and workers working. Will make technology recommendations based on security lens, implement those new technologies and maintain existing ones. Will collaborate with 27 county departments to see that their needs are met based on the guiding principles of security and accessibility.

 

Full position salary is reflected. Starting salary will commensurate with experience and internal equability.

RESPONSIBILITIES:

  • Responds to concerns from stakeholders; coordinates implementation of new security policies and procedures throughout the County’s systems.
  • Develops and implements communication and reporting mechanism to manage security issues, risks and timely delivery of initiative results.
  • Responsible for developing and implementing regular cyber security best practices and safeguards.
  • Plans, directs, maintains and coordinates security architecture installation, maintenance and operations.
  • Responsible for supervising and training employees on the security team and also maintaining and updating their performance records.
  • Provides technical expertise to enable the correct application of operational security procedures. Uses security and network management tools to forensically scan the network for security issues and potential weaknesses. Critical thinking skills with effective troubleshooting and problem-solving skills including the ability to reverse engineer configuration.
  • Contributes to the planning and implementation of maintenance and installation work. Implements agreed security changes and maintenance of routines.
  • Checks and approves other department software and IT systems to make sure they adhere with all security and compliance standards.
  • Carries out the supervision and delivery of projects and modify/tweak systems so as to improve security.
  • Selects hardware, software and vendors according to County needs and budget availability.
  • Recommends innovative and (where possible) automated security approaches for system administration tasks and business processes.
  • Ensures system regulatory compliance and be aware of requirements. This includes, but not limited to maintaining all IT compliant solutions and policies.
  • Communicating long term and short term costs, assessing ongoing and future infrastructure needs and contributing to strategic decisions.
 

Salary

$63,111.00 - $100,980.00

Special Requirements

Education: BS in Computer Science or in a related IT discipline, or a relevant field required from an accredited college or university. Five or more years of relevant progressive technical experience. Three or more years of relevant leadership experience. Prefer CCNA (minimum) and CCNP certifications. Equivalent combination of experience and training may be substituted.

Computer Skills: Proficient in MS Office (Excel, Word and PowerPoint Experience)

License/Credentials: Possession of a valid NC driver’s license
