General Statement of Duties

Performs complex professional work planning, directing, administering and participating in program development, analysis and operations, managing information systems, procedures and staff, preparing and maintaining systems, records and files.

Distinguishing Features of the Class

An employee in this class is responsible for managing the County's enterprise wide information systems through their full operational life cycle incorporating six general areas:  1) Enterprise Applications/Desktop Support, 2) Enterprise Storage, 3) Enterprise Systems & Operations, 4) Network Analysis, 5) Network-Engineering, and 6) GIS & Data Analysis. The consequence of error in decisions made by this position can be catastrophic in terms of financial and service delivery on an enterprise wide basis.  Work includes long range planning, research and analysis of available technology solutions, project management, procurement, coordination with vendors and collaboration with the County Manager and departments to determine systems/application needs.  Work also involves organizational planning and daily operational support for integrated client server systems, network infrastructure, enterprise wide technology deployments, troubleshooting, resolving problems and providing training for users.  Work requires an understanding of the County’s strategic goals and their relationship to information technology in addition to a journey level and higher understanding of Information Technology systems, hardware, specialized software applications, server and enterprise data-storage deployments, to include user licensing and compliance issues.  Work is performed under the general supervision of the County Manager and is evaluated through reports, conferences, records and successful implementation of automated environments and programs.

Duties and Responsibilities

Essential Duties and Tasks

  • Plans, directs, administers and participates in information systems program development, analyses and operations; manages information systems, procedures and staff.
  • Recruits and selects department personnel; trains, assigns, directs and inspects the work of staff; rewards, disciplines, coaches and counsels staff; evaluates staff performance; develops staff schedules; approves and enters timesheets; recommends promotion and demotion of personnel.
  • Establishes and maintains Department standards and security and disaster recovery procedures; develops and administers information technology policies and procedures; ensures compliance with applicable laws, ordinances, codes and statutes; forecasts technology trends and predicts impact on County operations.
  • Prepares and administers Department budget; authorizes invoice payments; orders supplies and equipment in accordance with approved budget.
  • Performs long range planning; assists with technology budget development; identifies departmental and organizational technology goals, and needs.
  • Plans, coordinates, directs and participates in the analysis, research and acquisition for improvement and expansion of the information system; monitors current information technology systems industry developments and analyzes their potential for County use.
  • Oversees software vendor support; plans and directs staff, contractors or other outside resources in the development and implementation of a comprehensive management information systems operation; develops recommendations and priorities for the management information system.
  • Provides department support and advises department Directors and the management team on the use of technology; provides technical advice and assistance in planning and design of new/improved computer operations, data processing techniques and procedures, software, applications, and contractual issues.
  • Administers, supervises and maintains the domain, active directory, tax, financial and document management system including critical systems used by E-911, GIS, telephony, access control and surveillance.
  • Maintains configurations and documentation of domain, network and firewall security policies, physical and virtual networks, wiring diagrams, and access control and security systems.
  • Supervises and administers enterprise email and calendar system; troubleshoots communication issues, blacklist, whitelist, and mail handling rules; supervises and implements antivirus, anti spam and anti-intrusion measures.
  • Supervises and performs server, application, system, database and firmware upgrades and updates; selects service windows and schedules outages with departments and staff.
  • Facilitates training and implementation of new policies, procedures and programs; coordinates training for departmental and other county employees as needed.
  • Performs necessary software engineering and quality assurance functions including system security, software configuration management and system software evaluation.
  • Serves on technical and advisory committees and acts as domestic consultant on all system matters; consults with the Technical Director at Carteret School System.
  • Performs or coordinates personal computer and network installations; serves as network administrator; provides procedures and/or performs back-ups and troubleshooting.
  • Serves as Communications and Technical Section Chief for County Emergency Operations.

Knowledge, Skills, and Abilities

  • Thorough knowledge of computerized data processing systems, including machine capabilities, application and vendors.
  • Thorough knowledge of complex micro and minicomputer systems, including machine capabilities and applications potential and available software packages; data management program development; programming languages and available software; and principles of electronic mail systems and computer networking configuration.
  • Thorough knowledge of applicable compliance regulations and operating procedures.
  • Thorough knowledge is required to prepare various complex, detailed reports and documents.
  • Thorough knowledge of various pieces of equipment related to the job function (e.g. diverse computer systems, servers/storage, network, testers, technical components, etc.).
  • Thorough knowledge is required to operate a variety of hardware and associated software (e.g. AS400 hardware and software, Windows/Server Operations Systems, etc.).
  • Ability to supervise and train a staff of technical/professional workers.
  • Ability to identify problems, and develop logical conclusions and effective, workable solutions.
  • Ability to coordinate, direct and supervise systems analysis, design and programming.
  • Ability to interpret and apply complex technical publications.

  • Ability to compute rates, ratios and percentages.

  • Ability to establish and maintain effective working relationships with County officials, department heads, associates, vendors and the general public.
  • Ability to interpret software manuals, blueprints and technical manuals.

Physical Requirements

  • Work requires the regular exertion of up to 10 pounds of force, frequent exertion of up to 25 pounds of force and occasional exertion of up to 50 pounds of force.
  • Work regularly requires speaking or hearing and using hands to finger, handle or feel, frequently standing, walking, stooping, kneeling, crouching or crawling, reaching with hands and arms, pushing or pulling and repetitive motions and occasionally requires sitting, and lifting.
  • Work requires close vision, ability to adjust focus, depth perception and color perception.
  • Vocal communication is required for expressing or exchanging ideas by means of the spoken word.
  • Hearing is required to perceive information at normal spoken word levels.
  • Work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, assembly or fabrication of parts within arms length, operating machines, operating motor vehicles or equipment and observing general surroundings and activities.
  • Worker is regularly exposed to the risk of electrical shock and occasionally requires working near moving mechanical parts and exposure to outdoor weather conditions.
  • Work is generally in a moderately noisy location (e.g. business office with typewriters and/or computer printers, light traffic).

Desirable Education and Experience

Graduation from a four-year college or university with a degree in information technology, engineering, telecommunications, computer science, public administration or a field closely related; extensive experience in Information Technology including supervisory experience, preferably in the public sector.
