Primary job function and duties:
Performs managerial and administrative work focused on planning, organizing, directing and evaluating
Human Resources programs, functions and activities. Duties include defining and implementing operating
policies and procedures for recruitment, selection and retention, employee relations, professional
development, Equal Employment Opportunity (EEO), classification and pay plan, employee benefits,
performance review and merit pay, policy development and personnel records. Responsibilities also
include compliance with Federal and State laws regulating employment, developing department goals,
objectives and performance measures, as well as maintaining human resources information system
records and compiles reports from the database. Performs other duties as required.

Supervised by: County Manager

Minimum Qualifications:
- Bachelors’ Degree in Human Resources, Business Administration or related field degree in
business management or related field and five years of professional level experience in human
resources; or an equivalent combination of education and experience.
- Thorough knowledge of personnel practices and procedures.
- Thorough knowledge of and ability to use correct grammar, vocabulary, and spelling.
- Considerable knowledge of office software and technology applications to the administrative
environment including spreadsheets, data bases, financial applications, and word processing.
- Ability to communicate effectively in person, in writing and by telephone with people of varying
backgrounds and establish effective working relationships.
- Ability to exercise sound judgment and to act independently.
- Ability to gather and compile materials from a variety of sources.
- Ability to operate any office machines required by the position such as computer, copier, FAX,
scanner, calculator and other office equipment.
- Ability to record information, balance figures, and arrange/place records, reports and files into
proper sequence.
- Ability to establish and maintain effective working relationships with other employees,
supervisors, and the general public.
- Proficient in Microsoft Office Suite.
- Physical Requirements: Able to bend, stoop, walk, sit for extended periods of time, view a
computer monitor/use a keyboard and mouse, as well as lift up to 25 pounds on a regular basis
and occasional lift up to 35 lbs.

Preferred Qualifications:
- Experience in the governmental sector human resources
- HR Professional certifications such as: SPHR or PHR, SHRM-SCP or SHRM-CP or IPMA-SCP or
IPMA-CP
- Munis experience

Salary

$40,938-$61,407
