Human Resources Generalist 

Department: Human Resources

Hiring Range: $69,639.00 - $83,567.00

GENERAL STATEMENT OF DUTIES:

This positions plans, direct, and manages personnel duties of Burke County, ensuring legal compliance and implementing personnel polices, procedures, systems, and programs. This position assumes the duties and responsibilities of the Deputy Human Resources Director when the Deputy Director is unavailable. Work requires the employee to exercise considerable judgment and accuracy in interpretation, application, and administration of required activities. Work involves exercising sound judgment in maintaining confidential personnel records. Work is performed under the general direction of the Human Resources Director and performance is evaluated on the basis of attainment of specific performance objectives, personal observation, feedback from department managers and employees

DUTIES AND RESPONSIBILITIES:

  • Manages and administers programs in the areas of onboarding, recruitment, retention and offboarding
  • Works with management and supervisors on recruitment process;
  • Researches and develops opportunities to recruit, retain, and promote a culturally diverse workforce.
  • Evaluates programs on an ongoing basis and reports program effectiveness; facilitates changes and/or additions to the programs to reflect the changing needs of the employee population.
  • Conducts all onboarding procedures including background screening, I-9 compliance, meeting with new employees and facilitating the issuance of ID cards, parking passes, computer system access, and other items as required.
  • Assists in employee orientations; prepares new hire documents and packets, checking all for compliance;
  • Prepares and places job announcements; develops recruiting materials such as job bulletins, advertisements and flyers;
  • Represents the County at career fairs and other outreach activities;
  • Enters and monitors job requisitions into software system, monitors applicant tracking and maintains applicant records, enters employee information into system of record and other databases; assists with records maintenance.
  • Develops and conducts qualitative and quantitative retention data by conducting and analyzing employee surveys including stay interviews towards the goal of strengthening employee retention strategies.
  • Manages the employee exit process when employees separate from employment including conducting exit interviews, tracking reasons for terminations and ensuring all paperwork and final steps have been completed.
  • Assists the Human Resources Director with a variety of records, reports and research required by Local, State, or other external agency; keeps current with changes in laws, rules, and regulations.
  • Receives and greets visitors in the department; gives information concerning visitors' needs.
  • Responds to inquiries and provide information to applicants as needed;
  • Creates tools to capture onboarding experiences and highlight employee onboarding successes;
  • Collaborating with and providing technical assistance to departments to create awareness, understanding and effective use of an equity lens in developing and implementing programs to achieve fair and equitable outcomes through recruitment, selection boards, talent management, and employee engagement.
  • Identifies staffing and recruiting needs; develops and executes best practices for hiring and talent management, including overseeing the orientation of all new hires
  • Consults Burke County departmental leadership, the Director, and other appropriate staff regarding personnel issues such as trainings, disciplinary actions, terminations, and other personnel matters
  • Coordinates and assists the Director and Department Managers in identifying and determining the best practices for personal policies and procedures
  • Assists and administers Burke County human resource programs including, but not limited to, compensation, benefits, and leave; productivity, recognition, and morale; disputes and investigations; occupational health and safety;
  • Coordinates training and development
  • Assists with Burke County's compliance with North Carolina, federal, agency, and local laws, ordinances, and regulations, including, but not limited to the Family and Medical Leave Act, Americans with Disabilities Act, North Carolina Workers' Compensation Act, Fair Labor Standard Act and North Carolina Wage and Hour Act, and wage and hour compliance
  • Gathers, interprets, analyzes, reviews, and prepares reports on human resources data such as turnover trends, hiring data, salary and wage information, and general policies, practices, and procedures
  • Performs other duties as required or assigned

REQUIRED EDUCATION AND EXPERIENCE:

  • Bachelor or Associate degree in employment law, human resources, business administration, or another related field
  • At least three (3) to five (5) years of experience in human resources, employment law, or other related experience

SPECIAL REQUIREMENTS (UPON HIRE, UNLESS OTHERWISE INDICATED):

  • Valid North Carolina Driver's License

PHYSICAL REQUIREMENTS, WORKING CONDITIONS, AND OCCUPATIONAL EXPOSURES:

  • Standard vision requirements, with or without corrective lenses
  • Occasionally lifts up to twenty-five (25) pounds
  • Occasionally spends time stooping, kneeling, crouching, or crawling, and reaching with hands and arms
  • Routinely spends time standing, walking, and engaging in repetitive motions

REQUIRED SKILLS/ABILITIES:

  • Proficient in spoken and written English
  • Ability to convey detailed instructions loudly, accurately, and/or quickly
  • Ability to receive detailed instructions or information through verbal communication
  • Good verbal and written communication and interpersonal skills
  • Good organization and time management skills with a proven ability to meet deadlines
  • Excellent ability to adapt policies, procedures, and methods to resolve unusual and complex situations
  • Extremely proficient in systems and technologies required to provide human resources services
  • Ability to establish policies and goals for Burke County
  • Ability to recognize information at normal spoken word levels
  • Knowledge of computer usage and keyboarding, including Microsoft or related software
  • Excellent analytical, decision-making, and problem-solving skills
  • Strong supervisory and leadership skills
  • Ability to prioritize tasks and to delegate them when appropriate
