GENERAL STATEMENT OF DUTIES:

Performs administrative and professional work in managing the human resources systems and programs for Burke County.

 

DISTINGUISHING FEATURES OF THE CLASS:

An employee in this position plans, organizes, develops, and implements a variety of Human Resources programs for the County. Work requires an extensive understanding of the laws and regulations affecting the human resources management field and local government.  Considerable judgment and initiative in the development of programs and policy interpretation and application are essential. Sound judgment in maintaining confidentiality regarding employee related matters is required. The position also requires excellent communication, collaboration, and strategic thinking skills. The position is charged with ensuring the department delivers the highest level of customer service to employees, applicants, administration, elected officials, and citizens. Work is performed under the general supervision of the County Manager and work is evaluated by discussion, reports, observation, and feedback from managers and employees.

 

DUTIES AND RESPONSIBILITIES:

The duties listed below are not inclusive, but characteristic of the type and level of work associated with this class.

 

  • Plans and implements the goals, objectives, policies, and priorities of the Human Resources Department
  • Supervises Human Resources staff
  • Develops and recommends Human Resources programs and policies; research existing and new programs for alternative and innovative proposals; seeks legal advice, as necessary; and implements approved policies and programs following County Manager and Board of Commissioners approval
  • Ensures compliance with local/state/federal laws and regulations
  • Employee relations: investigations, consulting with outside counsel as appropriate, corrective and/or disciplinary actions
  • Advises the County Manager on human resources related issues
  • Confers with department heads on policy issues and interpretation
  • Advises employees on personnel policy and program matters
  • Benefit administration: management of benefit vendor relationships and contracts for Self-Funded groups; workers’ comp, FMLA, ADA, ACA
  • Recruitment and selection: job postings, applicant processing and tracking, approval of applicant selection
  • Employee training and development
  • Oversees employee orientation and exit interview programs
  • Personnel actions processing, and benefits enrollment
  • Administers the classification and pay system; reviews requests for new positions and allocates to existing classification plan or recommends new classes within the plan structure and pay studies, finalizes annual compensation recommendations with Deputy County Manager/Finance Director; makes recommendations to Commissioners; ensures internal pay equity
  • Coordinates employee performance appraisal program
  • Supervises personnel records management system; adheres to required laws and issues regarding confidentiality and public records requests
  • Makes periodic presentations to managerial and employee groups
  • Creates, submits, and manages departmental budget
  • Performs related duties as required

Salary

Starting Salary Range:  $72,469 - $92,393 

Qualifications

  • Demonstrated experience developing long-term plans and goals for a human resources program
  • Ability to analyze facts, programs, and benefits costs and make recommendations and reports in oral and written forms
  • Unquestionable confidentiality and integrity
  • Collaborative leadership style; able to effectively lead a team of HR professionals
  • Prior experience implementing employee self-service is highly desirable

 

DESIRABLE EDUCATION AND EXPERIENCE:

 

Bachelor’s Degree in Human Resources, Public Administration, or related field, and 5+ years of progressive responsibility in human resources management; or an equivalent combination of education and experience. PHR, SPHR, IPMA-CP preferred.

Must possess and maintain a valid driver’s license

Willing to relocate to Burke County within first year of employment
