Performs responsible supervisory and personnel management work. Plans, directs and implements County policies and procedures related to all phases of human resource programs and activities to include organizational planning and development, recruitment, selection, position classification, compensation, indoctrination and training, employee relations and employee benefits administration. Interprets existing personnel policies and develops new personnel ordinances, policies and procedures. Addresses employee complaints or concerns and acts as liaison to outside organizations and agencies involved in County personnel matters. Prepares salary and benefits portion of the County’s annual budget. Supervises Human Resources Department personnel.
Bachelor's degree in human resources management, business or public administration, or a related field, and a minimum of five to seven years of progressively responsible, broad-based experience in human resources management, including supervisory experience; or any equivalent combination of training and experience, which provides the required knowledge, skills and abilities.
North Carolina Institute of Government Public Employment Law course. Certification as PHR or SPHR or certification and/or membership with Society of Human Resources Management (SHRM) is desired. Possession of valid North Carolina driver license. Employment drug test, criminal background check and driver’s history screen required of finalist applicant(s).
