Leads and administers the Human Resources Department, supporting the County workforce in all areas of human resources and risk management systems, needs, and programs.An employee in this class leads, plans, organizes, develops, and implements a variety of human resource programs designed to aid the County in achieving its mission, goals and initiatives. Work includes developing policies and programs, researching materials, and planning for the implementation of personnel practices with the County Manager and department heads. Functions include policy development and administration, recruitment and selection, benefits administration, classification and compensation, performance management, employee training and development, employee relations, and records management. In addition, the employee manages the safety and risk management function for the organization including liability, property, casualty, and workers’ compensation programs. Work involves developing and managing departmental staff and budget. Work requires an understanding of the laws and regulations affecting the human resources and risk management fields and requires sound judgement and considerable initiative in the development of programs and policy interpretation and application while maintaining confidentiality regarding personnel actions. Work is performed under the general supervision of the County Manager and is evaluated by discussion, reports, observation, and feedback from managers and employees.
Desirable Education and Experience
Bachelor’s degree from an accredited four-year college or university plus considerable experience of a progressively responsible nature in Human Resources, including supervisory experience. Local or state government experience and a Master’s degree preferred.
