The City of Henderson, NC is located in Vance County near the Virginia border and Kerr Lake.  Henderson is approximately 45 miles northeast of the capital city of Raleigh, NC and approximately 100 miles south of Richmond, VA.  The City of Henderson is seeking an innovative, creative, collaborative individual for the position of Human Resources Director.  The Human Resources Director will plan, organize, develop and implement a variety of human resources programs.  Employee participates as part of the City's management team; advises the City Manager on personnel related issues; confers with Department Directors on policy issues and interpretation; and advises employees on personnel policy and program matters.  It has been approved in the current fiscal year (FY2022-23) that a comprehensive city-wide classification and pay study will be conducted by an outside Consultant.  Employee will participate in selecting the Consultant that will conduct the study and will work very closely with the Consultant, City Manager, Department Directors and employees to ensure that processes are completed and information is provided according to the Consultant's established deadlines.  Employee will coordinate the recruitment and selection program for the City; review, research and recommend various benefit programs which includes coordinating open enrollment and other activities to promote and communicate benefits information; administer the classification and pay system, review requests for new positions and allocate to existing classification plan or recommend new classes within the plan structure and coordinate classification and compensation system updates.  Employee works with the employee relations program by providing guidance to employees, supervisors and Department Directors on disciplinary actions, grievance process, involuntary terminations, etc.  Work also involves coordinating and participating in unemployment hearings and discrimination claim responses.  Position will oversee and participate in health fairs, job fairs, employee recognition programs, etc.  Position will develop, recommend and maintain the departmental budget.  Position supervises the work of an administrative support staff assisting in the hiring process, benefits administration, employee recognition activities and other human resources programs. 


Hiring Range: $62,441 - $78,052.  Excellent benefits package.


Position requires graduation from an accredited four year college or university with a major in personnel, business or related human service field and considerable experience of a responsible nature in personnel management; or an equivalent combination of education and experience.  Prefer Master of Public Administration degree.
