Performs complex professional, technical work in planning, organizing, implementing, monitoring and directing the financial services of the county; establishing, maintaining and overseeing financial records, policies and procedures to ensure efficient and effective practices; attending and reporting on meetings and workshops; serving on the management team to ensure fiscally viable decisions are made and performing related work as apparent or assigned. Develops, maintains and oversees short and long term financial plans for the successful sustainability of the county; Oversees and ensures financial resources are available to fund operating, capital and strategic plans; Supervises financial practices and maintains financial records for general accounting, cash receipts, investment, debt issuance, procurement, expenditure and revenue control and payroll; Establishes and maintains policies and procedures to ensure the efficient and effective operations of cash management, debt service, investment activities and other financial functions; Plans, prepares, implements and monitors the departmental budget and recommends and reviews budget amendments throughout the year Oversees personnel in the department, including recruitment and selection, coaching, counseling, promoting or recommending disciplinary actions, evaluating performance, etc. and attends board and committee meetings to report on financial policies, budgets, risk management or other related issues.




Bachelor’s degree in business administration or accounting or a bachelor’s degree with related coursework required; master’s degree in finance or accounting preferred; 5-8 years of progressive experience in governmental finance including supervisory experience or an equivalent combination of education and experience. Comprehensive knowledge of the laws, ordinances, rules and regulations of  local government finance; Comprehensive understanding of the fundamental theories, principles, methods and practices of governmental accounting; Comprehensive knowledge of the practices, methods and laws relating to municipal investing, bond financing and lending; Thorough knowledge of the functions and organizations of county government.
