Job Description

The Finance Director performs complex professional and responsible managerial and supervisory work in planning, organizing, directing and executing the financial activities of the Town. As chief fiscal officer of the Town, the Finance Director plans, installs and maintains a central accounting system, including pre-audit and other financial controls.  This employee directs, supervises and coordinates the activities of the Accounting and Payroll functions.  Ensures that all Town revenues are collected and that all idle cash is invested.  This employee advises department heads and the Town Manager in the review of estimates and the preparation of the budget and assists in the development of short and long term financial planning and analysis for the Town. 

The Finance Director provides the Town Manager with timely and informative financial reports and statements.  This employee is responsible for debt management of the Town including negotiation with banks for the borrowing of funds and the filing of necessary applications with the local government commission as well as the preparation of related resolutions and project ordinances for the Town Council. Work requires significant independent judgment and initiative.  Work is performed in accordance with professional standards, local ordinances, utilities standards and regulations and the North Carolina General Statutes governing the responsibilities of local government fiscal operations.  The work of the Finance Director is reviewed through conferences with the Town Manager and through independent post audits.

Salary

85,000 to 127,000

Qualifications

KNOWLEDGE, SKILLS AND ABILITIES

Considerable knowledge of North Carolina General Statutes and of local ordinances governing municipal financial practices, procedures and GASB pronouncements; considerable knowledge of utilities financial requirements; considerable knowledge of the principles and practices of public finance administration, including principles and practices of governmental accounting; ability to evaluate financial systems and formulate and install accounting methods, procedures, forms and records. Ability to supervise administrative support and technical accounting support staff; ability to design and prepare analytical and interpretative financial statements; must possess utmost degree of honesty, integrity, and trustworthiness; ability to establish and maintain effective working relationships with department heads, Governmental and Utilities Officials, Elected Officials, other employees and the general public; ability to communicate effectively in oral and written forms; accuracy and thoroughness in the analysis and preparation of financial records and reports. Advanced technical skills with databases and spreadsheets, financial software, timekeeping applications and graph creation.

EDUCATION AND EXPERIENCE

Graduation from a four-year college or university with a degree in business, finance or accounting and five to seven years of experience in public finance administration with additional Utilities Finance Accounting experience preferred or an equivalent combination of education and experience.

CPA and Certified Public Finance Officer preferred, but not required
