Graduation from an accredited college with a four-year degree in accounting with extensive accounting, finance, or related experience; or an equivalent combination of education and experience.

Special Requirements

Knowledge, Skills and Abilities

  • Comprehensive knowledge of the principles and practices of public finance, budgeting, governmental accounting, Generally Accepted Accounting Principles (GAAP), Government Accounting Standards Board (GASB), auditing and debt management.
  • Comprehensive knowledge of the principles and practices of computerized financial information management.
  • Good computer skills.
  • Ability to manage projects.
  • Comprehensive knowledge of debt management and special requirements pertaining to accounting and investment of government funds.
  • Comprehensive knowledge of government auditing procedures.
  • Comprehensive knowledge of relevant federal and state laws, county ordinances and department policies and procedures.
  • Skill in developing and implementing policies and procedures.
  • Skill in problem solving and decision making.
  • Ability to supervise and direct the work of employees.
  • Ability to establish and maintain effective working relationships with County officials, employees, outside agencies and the general public.

Illustrative Examples of Work

  • Supervises the receipt, deposit and disbursements of funds, EMS billing and collections and approves purchase orders.
  • Hires, trains, supervises and evaluates the work of professional and support staff.
  • Oversees all accounting, financial reporting and internal control procedures for the County.
  • Maintains the accounting system by setting up account numbers and funds.
  • Invests funds as needed.
  • Prepares various reports including the Comprehensive Annual Financial Report (CAFR) and the Annual Financial Information Report (AFIR).
  • Prepares, assigns and approves work papers for annual audit; ensures that accounts are accurate.
  • Performs general accounting (i.e. Processes tax allocation, prepares journal entries, processes expenditures, bills cities for tax collections and etc.).
  • Manages the issuance and payment of debt.
  • Assists with the preparation of the County’s budget.
  • Prepares departmental budget and monitors expenditures.
  • Posts budget amendments to proper accounts.
  • Prepares various grant reimbursement requests.
  • Approves disbursements of all tax revenues to appropriate entities.
  • Develops, implements and modifies all fiscal policies and procedures.
  • Advises and provides guidance to Board of County Commissioners, County Manager and department heads on financial matters.
  • Performs other related duties as required.
