General Statement of Duties
Performs complex professional and responsible managerial and administrative work in planning, organizing, and executing the financial activities of the County.
Distinguishing Features of the Class
Work involves supervision of the budget, accounting, purchasing, collections, billing, cash investments, and payroll operations. Â Considerable independent judgment and initiative in planning and directing the fiscal control system is required. Â Work is performed in accordance with established local government finance procedures, local ordinances and North Carolina General Statutes governing the responsibilities of local government fiscal operations. Â The Finance Director works in an office setting and is not substantially exposed to adverse environmental conditions. Â Work is performed under the general supervision of the County Manager and Board of Commissioners, and is evaluated through conferences, reports, and an independent audit of financial records.
Salary
The minimum salary for this position is $108,846; however, the final salary may be dependent upon the candidate’s experience, qualification, and certifications. In addition, Nash County offers a robust benefits package.
Qualifications
Knowledges, Skills, and Abilities
Thorough knowledge of North Carolina General Statutes and of local ordinances governing County financial practices and procedures.
Thorough knowledge of the principles and practices of public finance administration, including principles and practices of governmental accounting.
Thorough knowledge of the principles and practices of County purchasing and payroll systems.
Ability to evaluate financial systems and formulate and install accounting methods, procedures, forms and records.
Ability to supervise, organize and evaluate the work of subordinate employees in the specialized field of accounting in an automated environment.
Ability to design and prepare analytical and interpretative financial statements.
Ability to establish and maintain effective working relationships with the public, department heads, governmental officials, and with other employees.
Ability to conduct long range fiscal planning.
Ability to accurately analyze and prepare financial records and reports.

Preference will be given to applicants with a Master’s in Public Administration or Business Administration; Certified Public Accountant; and/or Certified Local Government Finance Officer designation
Â
Local government finance experience is preferred.
An equivalent combination of training and experience may be considered.
Special Requirements
Physical Requirements
Must be able to perform the basic life operational skills of stooping, reaching, walking, lifting, fingering, talking, hearing, and repetitive motions.
Must be able to perform sedentary work, exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push or otherwise move objects, including the human body.
Must possess the visual acuity to prepare and analyze data and figures, accounting, to operate a computer terminal, and extensive reading at distances close to the eyes.
