Description

THE CITY OF LOWELL, LOCATED IN GASTON COUNTY, NC SEEKS A FINANCE DIRECTOR TO EXECUTE FISCAL, BUSINESS AND ACCOUNTABILITY FUNCTIONS.

MAJOR DUTIES INCLUDE:

  • ENSURING DAY-TO-DAY ACCOUNTING AND FISCAL ACTIVITIES ARE IN CONFORMANCE WITH GENERALLY ACCEPTED ACCOUNTING PRINCIPLES, STANDARDS AND APPROPRIATE LAWS AND REGULATIONS.
  • PROVIDING ASSISTANCE TO THE CITY MANAGER IN THE DEVELOPMENT AND ADMINISTRATION OF THE OPERATING AND CAPITAL BUDGETS, BUDGET FORECASTING, REVENUE ESTIMATES, FEE SCHEDULES, EXPENDITURES, ETC.; AND PERFORMING SIGNIFICANT FINANCIAL REPORTING.
  • EFFECTIVELY COMMUNICATING CRITICAL FINANCIAL MATTERS TO THE CITY MANAGER, CITY COUNCIL AND OTHERS.
  • PREPARING AND PRESENTING THE ANNUAL AUDIT AND OTHER FINANCIAL REPORTS ON A VARIETY OF MANAGEMENT AND FISCAL ISSUES.
  • DEVELOPING AND MONITORING THE ANNUAL BUDGETS.
  • OVERSEEING ADMINISTRATIVE FUNCTIONS AND SUPERVISING FRONT OFFICE STAFF.
  • MANAGING AND OVERSEEING UTILITY PROCESSES, INCLUDING ADMINISTERING ACCOUNTS, BILLING, SOFTWARE INTEGRATION, CASHIERING AND RECONCILING DAILY TRANSACTIONS.
  • UPDATING AND IMPLEMENTING ALL NECESSARY BUSINESS POLICIES AND ACCOUNTING PRACTICES.

Salary

HIRING SALARY: $60,000+ WITH EXCELLENT BENEFITS

Qualifications

KNOWLEDGE, SKILLS & ABILITIES INCLUDE BUT ARE NOT LIMITED TO:

  • CONSIDERABLE KNOWLEDGE OF NC GENERAL STATUTES AND OF LOCAL ORDINANCES GOVERNING MUNICIPAL FINANCIAL AND BUDGETING PRACTICES AND PROCEDURES, PURCHASING OF MATERIALS, SUPPLIES AND EQUIPMENT.
  • CONSIDERABLE KNOWLEDGE OF THE PRINCIPLES AND PRACTICES OF PUBLIC FINANCE AND BUDGET ADMINISTRATION, INCLUDING PRINCIPLES AND PRACTICES OF MUNICIPAL ACCOUNTING.
  • CONSIDERABLE KNOWLEDGE OF THE PRINCIPLES, PRACTICES, LAWS AND REGULATIONS RELATED TO UTILITY ACCOUNTS MANAGEMENT, CUSTOMER SERVICE AND UTILITY BILLING.
  • STRONG KNOWLEDGE OF ACCOUNTING AND REPORTING SOFTWARE.
  • ABILITY TO SUPERVISE AND ORGANIZE WORK IN AN EFFECTIVE AND EFFICIENT MANNER.
  • ABILITY TO ESTABLISH AND MAINTAIN EFFECTIVE WORKING RELATIONSHIPS WITH THE PUBLIC, VENDORS, DEPARTMENTAL HEADS, GOVERNMENTAL OFFICIALS AND OTHERS.
  • ABILITY TO MULTITASK AND MANAGE MULTIPLE AND SIMULTANEOUS PRIORITIES.
  • REQUIRES CONSIDERABLE SKILL AND JUDGMENT IN DEALING WITH SENSITIVE AND CONFIDENTIAL ISSUES.

MINIMUM REQUIREMENTS INCLUDE:

GRADUATION FROM A FOUR-YEAR COLLEGE OR UNIVERSITY WITH A DEGREE IN ACCOUNTING OR CLOSELY RELATED FIELD AND CONSIDERABLE EXPERIENCE IN PUBLIC FINANCE ADMINISTRATION OR EQUIVALENT. CERTIFIED LOCAL GOVERNMENT FINANCE OFFICER CERTIFICATION OR ABILITY TO OBTAIN WITHIN TIMEFRAMES ESTABLISHED IS PREFERRED.
