GENERAL STATEMENT OF DUTIES   Performs difficult professional and responsible managerial and administrative work planning, organizing, and executing programs for the county, projects, facilities construction, renovation and maintenance. Facilitates the completion of various construction projects for the County and provides professional input through completed designs, exploration of design options, making design recommendations, performing project budget estimating and interfacing with outside design professionals.   DISTINGUISHING FEATURES OF THE CLASS   An employee in this class plans, organizes, supervises, and participates in a variety of work teams.  Employee is responsible for projects, construction, renovation and maintenance of all County facilities including buildings and ground maintenance, land acquisition process, and capital projects management.  Work requires long range planning and capital budgeting skills as well as strong staff and project management skills.  The employee must exercise considerable independent judgment and initiative planning, coordinating work with others, working with the County Management Team and County Commissioners on capital project planning, and projects administration, and related activities.  Considerable tact and courtesy are required in frequent public contact.   The work includes exposure to indoor and outdoor environmental conditions.   An employee in this class is responsible for managing and performing all construction projects from research, pre-planning, estimating, execution, overseeing of projects, and evaluates final project status and compliance with Project Contract Documents.  Some projects may be reviewed by other Department Directors, the County Management Team, and other regulatory agencies.  Provides moderate supervision over the Vehicle Services Manager and administrative accountability as it relates to budget, fleet management, managing surplus vehicles, etc. and provides supervision over staff within the Facility Services Department.  The position works under moderate supervision of County Administration’s assigned department which may vary from time to time.   Recommends departmental policy and rule changes, determines the methods and practices to be used by department personnel.   Create design solutions for various projects through different phases as necessary such as Space Needs Assessment, Schematic Design, Design Development, Project Specifications, Bidding, and Construction Administration.   Monitors construction progress to include reviewing shop drawings, RFIs and other specification submittals, approval/ rejection action, and has final approval for Project Closeout and recommendation for Final Payment.   Serve as liaison with outside engineers, architects, or other design professionals.  Provide necessary documentation and establish parameters for scope of services for outside design professionals and make recommendations to the County Management Team.       DUTIES AND RESPONSIBILITIES   ESSENTIAL DUTIES AND TASKS   Participates with County Management and Commissioners in long range planning for buildings and related needs; works with architects, engineers, and a wide variety of staff to determine and meet needs.   Recommends departmental policy and rule changes; determines methods and practices to be used by departmental personnel.   Administers implementation of Master Plan to include contract development and overseeing project development; prepares capital budgets and monitors fiscal accountability and progress throughout the year.   Supervises staff engaged in facilities repair, projects, and maintenance; works with supervisory staff to recruit, train, supervise, and provide motivation, leadership, communication, performance coaching and evaluation of assigned staff; develops supervisory staff to be able to manage independently and wisely; serves as mentor; emphasizes customer service excellence with internal and external customers.   Determines necessary technology, work order system, work load management programs, preventive and predictive maintenance programs, and related communications and tracking systems and respond to maintenance and repair needs of County staff with efficiency and effectiveness.   Responsible for preparation of the annual department budget recommendations and its supporting information; works with architects, engineers, and a wide variety of staff to determine and meet needs.   Administers implementation of the Master Plan to include contract development and overseeing project development, prepares capital budgets, and monitors fiscal accountability and progress throughout the year.   Attends Board of Commissioners meetings as required, serves as an advisor to the Board of Commissioners and County Management in accordance with the prescribed policies and procedures.     ADDITIONAL JOB DUTIES   Performs related work as required.   RECRUITMENT AND SELECTION GUIDELINES   KNOWLEDGE, SKILLS, AND ABILITIES   Thorough knowledge of the policies and procedures of the Facility & Vehicle Services Department.   Skill in interpretation of State codes and local ordinances and codes in their application to specific situations.   Thorough knowledge of the County purchasing, capital and operating budgeting and personnel policies and procedures.   Thorough knowledge of effective supervisory principles and practices including leadership, motivation, communications, hiring, mentoring, safety, training, and performance coaching and evaluation.   Knowledge of building materials, techniques and workmanship.   Knowledge of laws and regulations regarding personnel supervision.   Considerable knowledge of the application of information technology to the work of the department.   Skill in collaborative conflict resolution and customer service excellence.   Ability to develop and administer a comprehensive facilities services program suited to the needs of the County.   Ability to perform long range planning, needs assessment, as well as develop budgets for capital projects and operational needs while ensuring fiscal accountability.   Ability to evaluate alternative materials, design concepts and methodologies, and select the best solution for the specific case.   Sufficient knowledge and skill in the application of information technology to the work; ability to learn and use electronics and technology as required.   Skill in collaborative conflict resolution.   Skill in reading and interpreting plans and specifications.   Proficiency in using drafting equipment and programs such as CADD and Visio.   Ability to create design solutions based on specific needs and follow through with drawings, specifications, or other means to enable execution of design by County personnel or outside contractors.   Ability to establish and maintain effective working relationships with contractors, County staff, and the public.   Ability to enforce regulations tactfully and firmly.   Ability to establish and maintain accurate and thorough records.   Ability to communicate effectively both orally and in writing.   Proficiency in using drafting equipment and programs such as CADD and Visio.   Ability to create design solutions based on specific needs and follow through with drawings, specifications, or other means to enable execution of design by County personnel or outside contractors.   ADDITIONAL REQUIREMENTS   Must possess the visual acuity in preparing and analyzing data and figures, to inspect details of construction, prepare reports, read maps, blueprints, and a computer monitor, do extensive reading, and to determine the accuracy, neatness, and thoroughness of the work assigned.   Must be able to use a computer, copier, scanner, drawing table, phone, and related equipment.   Ability to organize, supervise, and evaluate the work of others.   Ability to prepare and present effective oral and written reports.   Ability to deal tactfully and courteously with the public and internal and external customers.   Ability to establish and maintain effective working relationships with staff, contractors, County officials, other departments, architects, engineers, and the general public.   Employees are subject to environmental conditions where activities occur inside and outside.   Must be able to physically perform the basic life operational functions of stooping, kneeling, crouching, lifting, fingering, grasping, talking, hearing, and repetitive motions.   Must be able to perform sedentary work some of the time; however, must be able to perform light work exerting up to 20 pounds of force occasionally, and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects.

Salary

Hiring Range: $90,592.01 - $115,957.77

Qualifications

DESIRABLE EDUCATION AND EXPERIENCE   Graduation from an accredited College or University with a Degree in Architecture, Construction Management, Engineering, or a related field and considerable experience in a management position or an equivalent combination of education and experience.

Special Requirements

Possession of a valid North Carolina Driver’s License. Must be willing to obtain a Professional Engineer (PE) Licenses within two (2) years of employment.  Possession of Contractor or other trade License or Certification preferred.
