The Western Piedmont Regional Transit Authority (WPRTA), dba Greenway Public Transportation, located in Conover, NC is seeking an experienced professional to become the organization’s Executive Director. The WPRTA service area includes the Hickory Metro with a population exceeding 365,000 persons, wonderful outdoor recreation opportunities, a strong manufacturing base, regional shopping, and vibrant communities and downtowns.

Reporting directly to the WPRTA Board of Directors, the Executive Director is responsible for the management, execution and administration of all of the transportation plans, federal and state compliance, of WPRTA as set forth by the WPRTA Board of Directors. The Executive Director is also the Accountable Executive for the FTA PTASP Safety Program.

WPRTA is a regional transit authority pursuant to NC Chapter 160A, Article 25 operating as Greenway Public Transportation. WPRTA provides rural and urban demand response transportation rides in Alexander, Burke, Caldwell and Catawba counties, fixed route service and ADA Complementary Paratransit service in the cities of Conover, Hickory and Newton, and Flex Route service in Alexander and Burke Counties. WPRTA employs on average 80 people, and has a peak fleet size of 4 fixed route buses, 5 Flex Route LTV’s, and 32 paratransit vehicles. The total fleet size is 77 vehicles including spare, administrative, and maintenance vehicles. Historical annual ridership is approximately 230,000 boardings and the total annual operating budget is approx. $5.7 million. WPRTA is seeking candidates with comprehensive knowledge and understanding of the operations, federal and state compliance, and management of both urban and rural North Carolina public transit systems including but not limited to delivery of fixed route, complementary paratransit transportation, demand response, and contracted human service agency transportation. The ideal candidate will also have the ability to develop a short-term and long-term vision for public transportation in the service area.

WPRTA will consider candidates with a bachelor’s degree from an accredited institution in transportation, public, or business administration or related field, as well as five years public sector managerial experience and eight years’ managerial experience in the public transit industry preferred. Multi-jurisdictional, rural and urban transit experience is preferred.


  • Responsible for managing the programs, operations, finances and staff of Western Piedmont Regional Transit Authority (WPRTA). Responsible for administering, managing and executing the affairs of the Agency to the overall benefit of the Authority.
  • Is the Accountable Executive for the Safety Program.
  • Recommends policies, vision and strategies to the Board of Directors to most effectively meet community objectives and to deal with current issues; keeps the Board informed of WPRTA operations and programs.
  • Responsible for ensuring the daily activities of the Agency are in compliance and support of the strategic plan. Responsible for developing an annual work plan with specific tasks to be accomplished in accordance with the strategic plan.
  • Responsible for all financial matter of the association. Prepares and administers fiscal budget and grants for the Authority. Manages agency funds to ensure adequate cash flow and proper and efficient use of funds in accordance with federal, state and local regulations.
  • Oversees the development and implementation of programs for all areas of the Agency’s operations: marketing, public relations, operator regulations, safety, preventive maintenance, purchase of service agreements, etc. Provides direction and guidance to employees engaged in performing functions such as financial control, planning, procurement, grants administration, regulatory compliance, marketing, public relations, human resources and daily operations.
  • Acts as a spokesperson for the Agency to members, the media, government agencies and elected officials. Establishes a positive working relationship with the Department of transportations and the Federal Transit Administrations. Serves as a liaison with other transportation related associations and groups at the local regional and national level.


The hiring range for this position is $102,000 – $126,000 annually, plus benefits.



  • A Bachelor’s Degree from an accredited institution in transportation, public or business administration, or a related field.
  • Five years public sector managerial experience, at least eight years’ experience with a transit agency.
  • Multi-jurisdictional, rural and urban transit experience is preferred.

Special Requirements


  • Comprehensive knowledge of an operating transit system and principles of finance, grants administration and contract administration. Considerable knowledge of state and federal regulations affecting public transportations systems.
  • Ability to work effectively with a Board of Directors, the business community, citizen groups and state and government agencies.
  • Ability to develop and monitor financial activity, grants and contract administration, and public relations activities.
  • Ability to prepare and present complex data and/or information regarding the Agency and the transit industry.
  • Ability to plan and organize department operations. Ability to provide direction, counsel and guidance to department directors.
  • Ability to communicate effectively, both orally and in writing. Able to compose clear and concise written correspondence to include professional letters, reports, emails and legislative documentation.
  • Possess organizational skills that permit working efficiently on several projects and program simultaneously. Ability to work alone with minimal supervision.
