Rutherford County is seeking to fill the position of Department of Social Services (DSS) Director. Rutherford County has a population of approximately 67,000. The Agency has an annual budget of $4.9M and there are 145 employees. The Social Services Director is responsible for administering State and Federal Social Services Programs established by Chapter 108A of the North Carolina General Statutes in accordance with applicable federal and state rules. The Director directs other managers/supervisors, professional, paraprofessional, and support staff in the delivery of Agency services and provides leadership and direction for program development, establishing program standards and monitoring, and evaluating quality of service delivery systems. The Director supervises budget activities and may maintain direct involvement in conflict/complaint resolution, staffing and personnel issues, and serve as the principle spokesperson for the Agency relative to program issues. Work also involves working closely with the County Manager, County Commissioners, and other human services agencies in the County, and serving on numerous community boards. This position is appointed by, and reports directly to, a local Board of Social Services, and indirectly to the County Manager.
Minimum $81,936 negotiable depending on experience
A master's degree in social work and two years of supervisory experience in the delivery of client services: or a bachelor's degree in social work and three years of supervisory experience in the delivery of client services, one of which must have been in Social Services; or graduation from a four year college or university and three years of supervisory experience in the delivery of client services, two of which must have been in Social Services; or an equivalent combination of training and experience
Thorough knowledge of the legal and philosophical basis for public welfare programs. Considerable knowledge of principles and practice of social work. The selection process will include a structured interview. Preference will be given to candidates with extensive experience in the development and administration of a variety of social services programs in a social services organization in NC. Considerable skill and experience in the supervision of social work and/or income maintenance staff are required. The salary will depend upon the experience, education and salary history of the candidate chosen, interested candidates must complete and submit a NC State Application form (PD-107).
