DIRECTOR OF FINANCE

The Greensboro Alcoholic Beverage Control Board is seeking well qualified candidates with proven and relevant public or private sector financial management experience to serve as its Director of Finance. The position was created with the objective of delivery of superior financial services and counsel to the ABC Board's internal and external customers. The Director of Finance provides leadership and essential financial administration to this local alcoholic beverage control system and retail sales operation that serves a thriving urban region.

The Greensboro ABC Board is the largest municipal system and third-largest system in the state of North Carolina with annual sales exceeding $76 million. The mission of the Greensboro ABC Board and its workforce is to serve the community responsibly by controlling the sale of spirituous beverages and promoting customer-friendly, modern and efficient stores, as provided by law. This is an exceptional opportunity for an analytical, strategic and innovative financial executive who is able to quickly assess the fiscal stability of the ABC Board organization and can work collegially and successfully with the CEO/General Manager and Executive team to anticipate and meet all financial services needs of the Greensboro ABC Board's jurisdiction.

The Director of Finance reports to the CEO/General Manager and supervises the Finance and Human Resources Departments. The Director of Finance directly assists the ABC Board Operations Director on all strategic and tactical matters related to budget management, cost-benefit analysis, forecasting needs and the securing of funding and investments for the organization. The Director of Finance must lead and provide meaningful financial information and support on a timely basis to the ABC Board and the CEO/General Manager to facilitate effective financial and budgetary decision-making and to ensure the efficient utilization of resources within the Greensboro ABC stores, facilities and administration. The Greensboro ABC Board distributes profits for law enforcement and alcohol education purposes, in addition to the City of Greensboro, other municipalities and Guilford County, as provided by applicable statutes and local acts of the North Carolina General Assembly.

Salary

The salary range for the Director of Finance position is $115,000 - $125,000 and will be negotiable, commensurate with the successful candidate's qualification and career experience. Qualifications

The successful candidate should bring to the position substantial executive skills developed through leading the financial oversight of resources and work forces in the public or private sectors with at least ten (10) years of progressive management-level experience that includes at least five (5) years of supervisory experience serving in accounting or financial management functions. Previous government accounting experience is highly valued in this position.

A Bachelor's degree from an accredited university or college in Public Administration, Business, Accounting, Finance, Economics or a related field is required and a graduate degree (MBA or CPA) is preferred. The MBA or CPA may be substituted with a current Certified Public Finance Officer (CPFO) certification through the Government Finance Officers Association; or the Certified Portfolio Specialist (CPS) certification through the Financial Industry Regulatory Authority (FINRA). Previous experience in retail, restaurant, banking, local government or other relevant public or private sector operations management, retail liquor, wine or beer sales, or similar regulated business operations is considered a plus. A strong candidate also will possess considerable knowledge and experience with budget development and management, personnel administration and training, public affairs and property management.

Previous financial knowledge and demonstrated career experiences should include:

  • Billings, Revenue Collection, Vendor Payments, Payroll and Related Taxes
  • General Ledger and Fund Accounting
  • Financial Analysis and Reporting
  • Budgeting
  • Debt Management
  • Investment Portfolio Management
  • Current knowledge of all Enacted/Proposed State and Federal Legislation affecting Municipal Finance
  • Compliance with GAAP and local government ordinances for Financial Reporting

The Director of Finance may be required to be bonded through the Greensboro ABC Board and to maintain that surety bond throughout her/his tenure in this position.
