WILSON COUNTY JOB DESCRIPTION

JOB TITLE: PLANNING DIRECTOR

PLANNING AND INSPECTIONS DEPARTMENT

FLSA: Exempt

GENERAL STATEMENT OF JOB

Performs complex skilled technical and administrative work planning, directing, coordinating and supervising planning, permitting, code enforcement and building inspection programs, services, staff and functions, maintaining records and files, preparing reports, does related work as required. Work involves setting policies and goals under the direction of the County Manager. Departmental supervision is exercised over all personnel within the department.

SPECIFIC DUTIES AND RESPONSIBILITIES

Administers and enforces County ordinances, including zoning, watershed, subdivision, mobile home park, sign, flood plain, etc.; prepares new and revised land use ordinances, making recommendations concerning the implementation of various regulatory controls.

Analyzes, interprets, researches and solves complex planning, code enforcement and development issues; researches codes, laws, policies, etc.

Oversees the Scatter Site Community Development Block Grant program; monitors and approves expenditures.

Serves as principal technical advisor to the County Manager, County Board of Commissioners, Board of Adjustment and Planning Board on matters pertaining to physical, social and environmental planning and zoning issues; appears before such boards and commissions to explain various reports, charts, maps, graphs, etc., and make specific recommendations for action in matters pertaining to County planning and zoning.

Prepares and administers the departmental work program grants and budgets; monitors expenditures and prepares budget adjustments; assists with the preparation of the transportation budget; reviews and approves contracts.

Prepares and maintains the comprehensive plan, hazard mitigation plan, transportation plan and economic development plan; oversees the compilation, analysis and interpretation of data and the preparation of reports, charts, maps, diagrams, photographs, slides, and other illustrative materials for presentation to Planning Board, County Commissioners, etc.

Reviews development applications to ensure consistency with regulations and for compliance with County ordinances; reviews and approves all minor subdivision plans; approves building permits.

Oversees and assigns special projects to GIS staff.

Plans, supervises and directs the work of department personnel; oversees department recruitment and selection activities; conducts performance evaluations or reviews evaluations prepared by subordinate supervisors; counsels and disciplines department personnel; recommends promotions, salary increases and terminations; approves leave requests; conducts department and division staff meetings.

Reviews, develops and implements policies and procedures, as necessary, to improve department efficiency.

Assists and advises County departments, civic and community groups, property owners, developers, contractors, the general public and representatives from other governmental jurisdictions on varied planning and zoning related matters.

Performs other related work as required.

Salary

$79,296 - $134,016

Qualifications

MINIMUM TRAINING AND EXPERIENCE

Bachelor's degree with coursework in urban planning, political science, or related field and extensive experience in planning and community development with considerable supervisory experience, or equivalent combination of education and experience.

Possession of or ability to obtain AICP certification within one year of employment.
