Deputy Finance Director
Description
Assists in preparation of the Annual Comprehensive Financial Report (ACFR) that is submitted for the Certificate of Achievement for Excellence in Financial Reporting Program Award, including preparation of spreadsheets, graphs and charts, and coordination of printing and disbursement of the document, assists the auditors during the annual audit of the County’s financial records.
Assists in preparation of the annual County budget; initializes budget process in spreadsheets and/or financial package data base; analyzes and prepares historical trends analysis for revenues and expenditures; assists County departments in preparing, keying and balancing budget requests; prepares or assists with budget requests/recommendations for some functions such as the Solid Waste Enterprise, service districts and/or fire departments; compiles information as needed for the Finance Director and County Manager; participates in Manager/Department Head budget meetings; sets up new fund code accounts; and makes changes to recommended budget documents.
Assists the Finance Director with budget monitoring and expenditure analysis throughout the year; provides technical guidance, training, and internal consulting with departmental staff to help them meet their needs and goals.
Participates in grant development; performs grant accounting; assists departments in grant administration as needed; and oversees filing of required grant financial reports.
Reviews and approves invoices and accounts payable documents; performs electronic approval of purchase orders and generates documents back to departments.
Assists with liability, property and casualty claims processing and preparation of renewal documents; assists with annual workers’ compensation audit.
Assists the Finance Director by preparing a variety of financial records, reports, spreadsheets and analyses; interprets and enforces fiscal policies and practices for the department.
Maintains adequate accounting records to document compliance with local, State, and Federal laws and ordinances.
Oversees airport fuel sales and revenue reconciliations.
Provides technical guidance and backup, cross-training and mentoring to department staff; acts in the absence of the Finance Director.
Assists with the implementation of GASB statements.
Prepares and oversees a variety of complex financial reports and statements.
Salary
$72, 489 with excellent benefits. NC State Retirement, 401K, health, dental, and life.
Qualifications
Graduation from a four year college/university with degree in accounting or related field and extensive accounting and financial reporting experience. Experience in governmental finance administration or LGFO certification a plus.
