About Brunswick County, North Carolina:
Brunswick County (current est. population 159,000) seeks an experienced Deputy County Manager to oversee the operation and management of several Public Service departments or others as assigned by the County Manager. Brunswick County is first in North Carolina for population percentage growth and fourth in numeric population growth, indicating that people are increasingly choosing Brunswick County as a place to live.  The county is included in the Wilmington Metropolitan Statistical Area (MSA) which is the ninth-fastest growing MSA in the nation at 2.8%.  It is the southernmost county in North Carolina and contains 19 municipalities and 2 sanitary districts, including numerous beach, waterfront, and island towns.
About this Opportunity
The Deputy County Manager provides support and direction to several Public Service departments or others assigned by the County Manager. Work is primarily accomplished through department directors who manage operational details. Acts as liaison to the Tourism Development Authority.  Duties include short- and long-range planning, establishing effective and efficient systems and policies, budgetary direction and guidance, long range and capital improvement planning, and working closely with the County Manager on major initiatives and priorities. Work is performed in accordance with established finance procedures, local ordinances, and the North Carolina Statutes. Employee must exercise initiative and independent judgment in ensuring proper administration of County programs. Employee must also exercise tact and courtesy in frequent contact with employees, elected officials and representatives of outside agencies and organizations.
Responsibilities Include:
- Provides support and direction to Public Service departments or as assigned by the County Manager.
- Supervises subordinate personnel through the chain of command; supervisory duties include instructing; assigning, reviewing, and planning work of others; maintaining standards; coordinating activities; allocating personnel; acting on employee problems; and recommending employee discipline, promotions and discharge.
- Advises the County Manager on department related issues; serves on the management team; confers with department heads on policy issues and interpretation; advises employees on personnel policy and program matters.
- Develops, plans, and implements goals and objectives, policies, and priorities for supervised departments.
- Conducts research; develops information for the budget including new and existing programs and services; monitors budget expenditures.
- Consults and advises department heads in the areas of budget and fiscal management, purchasing and other administrative actions.
- Performs special administrative duties and project coordination as assigned by the County Manager.
- Attends commissioner’s meetings as required.
- Acts as liaison to the Tourism Development Authority. Â
- Responds to citizen inquires, concerns, and complaints as requested.
- Operates a county vehicle and a variety of office equipment such as telephone, computer, printer, etc.
- Interacts and communicates with the County Manager, County Commissioners, other County department employees, co-workers, various outside professionals and agencies, department directors, and the general public.
- This position is considered essential under County policies and will be required to perform work before, during, and/or after emergency/disaster situations.
Salary
Hiring Range: $128,534 – $173,521Â
Salary Range: $128,534 - $218,508
Qualifications
Master’s degree in public administration, business or related field, and five to seven years of progressively responsible experience in public administration and/or management; or any equivalent combination of training and experience which provides the required skills, knowledge and experience and abilities.
Necessary Knowledge, Skills and Abilities:
- Comprehensive knowledge of public administration principles and practices.
- Comprehensive knowledge of government finance practices.
- Comprehensive knowledge of governmental laws, ordinances and regulations.
- Experience providing leadership that encourages initiative, innovation, and flexibility to meet changing public needs.
- Ability to write clear and concise reports, memoranda, directives, and letters.
- Ability to analyze complex problems and develop comprehensive plans from general instructions.
- Ability to meet the public and to discuss problems and complaints.
- Ability to plan and direct the work of large operating agencies.
- Ability to establish and maintain effective working relationships with elected officials.
- Excellent oral, written and presentation communication skills, including the ability to communicate to different audiences in a manner that is both inclusive and transparent.
Physical Requirements
Must be physically able to operate a variety of office equipment. Â Must be able to exert up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects.
