EMPLOYMENT OPPORTUNITY

County Manager-Martin County Board of Commissioners seek an executive level leader to serve as their next County Manager.  The individual will provide strategic direction to County operations and use innovative approaches to achieve County goals set forth by the Board.   Success in this position requires effective communication skills and dynamic interpersonal skills to build and maintain internal and external relationships.  The County Manager leads a team of department directors to carry out goals, objectives, and policies established by the Board of Commissioners. The position recommends and administers an annual budget of $38 million, oversees employees, and holds executive-level responsibility for day-to-day management of the organization. The ideal candidate will have significant and successful local government experience and a demonstrated passion for public service. Martin County is governed by a five-member Board of Commissioners.  The County operates under a board-manager form of government. This position is appointed by the Board of Commissioners, serves at the pleasure of the board, and works collaboratively with the Board to facilitate its vision for the community.

Located in eastern North Carolina along future I-87, Martin County is within 30 minutes of two metro areas, Greenville and Rocky Mount.  Offering the best of small town friendly, affordability, and easy access to city amenities.  Martin County lies halfway between the Research Triangle area of NC and the Hampton Roads area of VA – two of the Mid-Atlantic’s most prominent assets.  The County seat is Williamston with a county population of 20,952.  The Roanoke River National Wildlife Refuge runs through the county.  Established in 1991 to protect the forests in the Roanoke River floodplain, the refuge is the largest intact, and least disturbed, bottomland forest ecosystem remaining in the mid-Atlantic region.  With the counties’ strong commitment to recreation, outdoor enthusiasts will find ample areas to immerse themselves in kayaking, golf, hiking, fishing, boating, and other sports venues.  While strategically located near urban centers, Martin County has preserved its peaceful lifestyle, tight-knit community and family atmosphere creating a perfect place to live, work and raise a family.

 

 Key Skill Areas and Duties

 

  • Manages and supervises the department heads in Martin County government; works with them to establish long- and short-range goals and assure effectiveness and efficiency of services provides; communicates organizational mission, vision and goals and helps department heads enhance these goals and implement programs consistent with them; provides technical and administrative guidance and performance coaching and evaluation with department heads.

 

  • Oversee financial management and budget development for Martin County; recommends a balanced budget, seeks innovative sources of additional revenues and makes professional and practical recommendations for expenditures of Martin County’s funds; assures proper and timely accounting and investment of Martin County funds.
  • Works with the Board of Commissioners to develop consensus on a clear vision of the future for the community and the organization; coordinates and works with the Commissioners on planning and policy development to put this vision into effect for Martin County services; develops agendas for Commissioners meetings and assures resources and supporting documentation for actions are present.
  • Maintains accountability for the hiring, training, performance, retention, motivation, productivity, and separation of all Martin County employees. Provides guidance and advice to all departments.  Manages a modern human resource management program for Martin County; ensure staffing of departments with qualified and highly productive employees; directs and monitors systems of employee communication, motivation, reward, compensation, training and employee development, performance coaching and review.
  • Provides professional and technical advice to Commissioners on policy, planning, and regulatory matters; researches and makes recommendations to Commissioners on new programs, services.
  • Cooperates with other governmental units as necessary to provide professional and effective services to the citizens.
  • Demonstrates leadership and sound decision-making skills in emergency and controversial situations; lead or participates in finding collaborative resolutions to conflicts.
  • Submits periodic progress reports, annual status of goals achieved, financial statements and other reports to the County Commissioners.

Qualifications

Requirements include a bachelor’s degree in business administration, public administration or closely related field supplemented by at least five (5) years of progressively responsible senior administrative work experience, including managing multiple programs/departments, staff, and budgets; or an equivalent combination of education, training, and experience.

  • Martin County residency will be required as a condition of employment within a negotiated period.
  • Salary will be competitive, and negotiable based upon the qualifications and experience of the selected candidates.
