General Statement of Duties
Performs complex, professional and administrative work overseeing and coordinating the daily activities of various departments within a consolidated local human services agency to include but not limited to Public Health and Social Services.

Distinguishing Features of the Class
An employee in this class performs difficult, complex administrative and managerial work as the Director in a local human services agency with primary responsibility for planning, organizing, staffing and directing the agency internal operations. The Director will work toward a unified implementation of Public Health and Social Services operations which include but are not limited to program implementation, supervision and responsibility for fiscal, human resources, strategic planning and intergovernmental relations functions. An employee in this position will supervise and manage all agency functions with direct administrative supervision of department managers and deputy directors. Work requires an extensive understanding of organizational development, human behavior and applicable laws and regulations. Work is performed under the general supervision of the County Manager and is evaluated by discussion, reports, observation, and feedback from department heads and employees.

Duties and Responsibilities
Essential Duties and Tasks
• Monitoring legislation, trends, and national best practices to establish short and long-term planning for continued effective delivery of health and social services programs including the research, preparation, and administration of new and existing funding opportunities.
• Applying strategic, forward thinking to the development of the Agency's annual budget and capital improvement programs, evaluating the Agency's needs and fiscal condition while seeking opportunities for improvement and increased cost effectiveness.
• Reviews and authorizes program development at all levels of the agency. Works with external organizations to receive input on services and programs and to development meaningful partnerships.
• Develops networks throughout government to establish connections with the County. Meets with community leaders individually and collectively and attends human services functions.
• Develops marketing and communications plans to identify profiles, better understand demographics and determine long and short-range plans. Identifies major issues and determines timing of program information release.
• Directs staff in all human services functions by making site visits, reviewing reports and attending meetings, retreats and planning and evaluation sessions.
• Has responsibility for the final approval of departmental budgets and presents the budget(s) to County Manager. Monitors progress toward fiscal objectives and adjusts plans as necessary to reach them.
• Work requires managing and monitoring work performance of senior department managers including evaluating program/work objectives and effectiveness, establishing broad organizational goals and realigning work and staffing for the department.
• Work requires very frequent and regular contact with others in a direct reporting relationship as well as others outside of a direct reporting relationship.
• Interaction with others outside of the department requires exercising participative management and negotiation skills that support County strategy and organizational goals.
• Makes presentations and answers questions with regard to presentation materials and findings.
• Identifying and determining appropriate methods for deploying the recently consolidated Human Services Agency's technical, financial, and operational resources to optimize outcomes through an annually reviewed Strategic Plan which is submitted with the budget request..

Knowledge, Skills, and Abilities
• Executive level knowledge and experience in the broad areas of integrated human services delivery systems, intergovernmental and community relations.
• Building strategic partnerships and multiple funding sources, their limitations, and how to best take advantage.
• Considerable knowledge of the trends and modern technology being implemented in the human services fields.
• Working knowledge of organization development and organizational psychology.
• Ability to analyze a variety of complex administrative problems, to make sound recommendations for their solutions and to prepare working procedures.
• Ability to communicate ideas effectively orally and in writing.
• Ability to establish and maintain effective working relationship with other officials, department heads, employees, and the general public.
• Skill in problem-solving, conflict resolution, and group facilitation.

Physical Requirements
• Work requires the exertion of up to 20 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects.
• Work requires sitting, standing, walking, tasting and smelling, stooping, kneeling, crouching, reaching, lifting, fingering, grasping and repetitive motions.
• Vocal communication is required for expressing or exchanging ideas by means of the spoken word and detailed or loud talking to convey detailed or important spoken instructions to others accurately, loudly or quickly.
• Hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound.
• Visual acuity is required for close vision, ability to adjust focus, depth perception and color perception, preparing and analyzing written or computer data, using measuring devices, operating motor vehicles or equipment, determining the accuracy and thoroughness of work and observing general surroundings and activities.
• Worker is not subject to adverse environmental conditions.
• Worker may be exposed to blood borne pathogens and may be required to wear specialized personal protective equipment.
• Work is generally in a moderately noisy location (e.g. business office, light traffic).

Desirable Education and Experience
Graduation from a four-year college or university with an advanced degree in social services, public health, business administration, or a closely related field is required. Master's degree is preferred. Candidates must have had a minimum of six (6) years of progressively responsible supervisory or administrative experience in human services or public health, including responsibilities for fiscal management, personnel administration, and program development. A Master's degree in public health, social services, business or public administration, or a closely related field may substitute for one (1) year of the six (6) years required supervisory experience. Candidates will be evaluated based on their qualifications and career history presented through their submittal of a comprehensive package of information outlining career highlights and notable achievements.

Special Requirements
Possession of a valid North Carolina driver’s license upon hire.

​Completion of ICS 200-400 Training upon hire.

Completion of ICS 200-800 within one year of employment.

Salary

Salary will be based on experience and qualifications.
