ABOUT THE DEPARTMENT OF COMMUNITY RESOURCES
The Department of Community Resources (DCR) is dedicated to strengthening Mecklenburg County by ensuring the basic needs of individuals and families are met. DCR provides individuals and families with immediate access to a diverse range of Mecklenburg County Health and Human Services programs and community partner services in Community Resource Centers throughout the County. These services include but are not limited to: child support services, employment, energy and housing assistance, food and nutrition services, and Medicaid management. POSITION SUMMARY: 
The Deputy Director of Community Resources is the second-in-command, reporting to the Director of Community Resources and performs complex professional and administrative work supporting and directing activities within the Department of the Community Resources. This position is responsible for overseeing the day-to-day activities within department and ensuring service delivery and programs offered to residents are efficient, holistically address residents' needs and enhance community engagement.

Essential Functions:

  •  Provide oversight and direction for internal operations; serve as second in command and has line authority
  • Deliver speeches, writes articles, or present information at meetings or conventions to promote services, exchange ideas, or accomplish objectives
  • Prepare or present reports concerning activities, expenses, budgets, government statutes or rulings, or other items affecting businesses or program services
  • Set the climate on issues related to state politics and policies; lead policy making efforts
  • Determines operational accountabilities and expectations, set priorities and develop strategies in collaboration with the DCR Department Director, HHS Executive Team, program staff, and community partners to ensure holistic service delivery.
  • Establish departmental responsibilities and coordinates functions among divisions and worksites
  • Develop and recommend changes to the annual budget; manage departmental resources
  • Support and assist with departmental operational and strategic plan
  • Interpret and explain policies, rules, regulations, or laws to organizations, government or corporate officials, or individuals
  • Serve as liaison between organizations, shareholders, and outside organizations
  • Review reports submitted by staff members to recommend approval or to suggest changes
  • Serve as staff at disaster shelters; assist in coordinating shelter operations during emergency situations

Salary

$160,394.72-$200,493.40.  This is an exempt (salaried) position. Please note that pay rates are based on education, skill, experience level, and internal equity.

Qualifications

Minimum Qualifications:
Experience:

Minimum of eight years of progressively responsible management experience in human services; including two years of supervisory experience.

Education:
Bachelor's degree in related field
Combination of relevant education and relevant experience accepted: Yes.

Licenses and Certifications:
 - May require a valid North Carolina or South Caroline Driver's License
 - May need to obtain and maintain a valid Mecklenburg County Vehicle Operator’s Permit

Preferred Qualifications:
 - Master's degree is preferred.  Eight years of management and supervisor experience.
 - Previous experience in strategic planning, partnerships, collaborations with the Department's  
 - Leadership Team, Health and Human Services Executive Team, Program Staff, and Community Partners to ensure a holistic service delivery.
 - Strong background involving community engagement initiatives, collaboration, and project management.
 - Demonstrated experience clearly showing progressive leadership, vision, and innovative practices.
 - Previous experience and involvement with the integration of human services related programs.
 - Program and service knowledge related to departments including, but not limited to, Public Health, Community Support Services, Child Support Services, Social Services, and/or Community Resources, etc.
