The Town of Lake Lure is seeking qualified applicants for a Community Development Director. This position is responsible for providing technical, management and professional oversight for the Community Development Department working under the direct supervision of the Town Manager. In addition to supervising the Development and Environmental Review Specialist, essential functions include reviewing, planning, zoning and development proposals; and coordinating the review with other town staff, various Boards, Commissions and Town Council. Takes a lead role reviewing site development plans such as subdivisions, conditional use permits and change of zoning for conformity with the principles of good planning and land use practices. Ensures compliance with the town regulations; researches and prepares recommendations for advisory consideration; provides considerable guidance in advising developers on the consistency of their interests with the comprehensive plan. Assists the public by providing information concerning variety of land development requirements. Serves as department liaison to the Zoning and Planning Board, Board of Adjustment and Lake Structure Appeals Board. Assists Town Manager with various projects while assisting Boards and Committees such as the Town Council, Technical Coordinating Committee and Transportation Advisory Committee; prepares pertinent documents and makes presentations to Boards and Committees.
Employment requirements include graduation from an accredited college or university with a Master’s degree in City and Regional Planning, Public Administration or other related field of study. Five (5) years’ experience in professional level planning work with a municipal or county government. Valid North Carolina driver’s license, CZO Certification are required and AICP preferred. This position is exempt, salary range is $57,118 to $85,679.
Extensive knowledge of planning and development, policies, and legal requirements related to NC General Statutes are required. In addition, thorough knowledge of applicable local, state, and federal laws and regulations and thorough knowledge of zoning, land use, and of the principles and practices of land use planning. Must have the ability to prepare and maintain detailed and technical records; ability to research, collect and organize data. Must be skilled in the use of standard office equipment including a personal computer and knowledge of application software packages (Microsoft office Professional, ArcGIS) and have considerable skill in the collection, analysis, and presentation of technical data and planning recommendations, and ability to coordinate public participation processes.
