Description

The Chief Technology Officer (CTO) functions as the Department Director for the Technology Solutions Department of Davie County Government, providing management, leadership, and policy direction for countywide technology projects and systems. Responsibilities include strategic planning, directing technology initiatives, and overseeing the development, implementation, and maintenance of network infrastructures for secure connectivity and operations. The CTO prepares the department budget, manages personnel recruitment, and establishes departmental goals to optimize return on investment (ROI). Additional duties involve assessing technology needs, negotiating vendor contracts, and fostering customer relationships to identify technology solutions that support the county's mission. Work is performed under the general supervision of the Assistant County Manager/Chief Financial Officer and is evaluated through review of results, adherence to budget, and feedback from county staff and technology users. Regular, predictable attendance is an essential function of the job.

Salary

Salary negotiable with a minimum start of $90,007

Qualifications

Knowledge, Skills, and Abilities: Must have a comprehensive understanding of computer operating systems, network infrastructure, and best practices in technology management. The role requires strong skills in strategic planning, budgeting, and project management for technology solutions. The CTO must demonstrate effective leadership and the ability to develop professional staff within a complex technology environment. Proficiency in establishing technology standards, policies, and procedures that align with the county’s objectives is essential. Additionally, the role requires effective communication of complex technical concepts to both technical and non-technical audiences. Experience in managing vendors, negotiating contracts, and conducting cost-benefit analyses for technology investments is crucial. The ideal candidate will have a collaborative approach, capable of engaging with public officials, industry representatives, and technical experts to fulfill technology objectives and support the county’s mission.

Minimum Education & Experience: Bachelor’s degree in engineering, information technology, computer science, or a related field; a master’s degree preferred. Significant experience in information systems management, including supervisory responsibilities. At least five years of progressively responsible management experience in information systems. Experience with public sector strategic planning, technology solutions, and core business systems, such as ERP and document management, is preferred.

Special Requirements:  Must be capable of performing essential physical functions, including reaching, pulling, fingering, grasping, talking, hearing, and repetitive motions. The role requires the ability to perform light work, with occasional exertion of up to 20 pounds of force and frequent exertion of up to 10 pounds. Visual acuity is essential for preparing data and statistics, operating a computer, and conducting extensive reading and research. Must have and maintain a valid unencumbered driver’s license.
