Description

New Hanover County, is seeking a Chief Financial Officer (CFO) to lead the Finance Department, provide budgetary and financial support to departments, ensure countywide cost effectiveness and financial integrity, and oversees county's $450 million budget.

Reporting to the county manager, the successful candidate will be a trusted advisor and strategic thinker who will make financial recommendations and decisions that affect the county, including reviewing, approving, and signing contracts; addressing inquiries of various departments and officials; directing the financial aspects of county projects; presenting financial issues to county officials, agencies, and community groups; directing and reviewing external audits; monitoring capital project expenditures; managing the County’s debts and ensuring payments are made timely and consistent with budgeted funds; managing the development of the annual budget; and serving as financial officer for the Tourism Development Authority.

The Finance Department consists of 26 positions which support areas that include budget, financial reporting, cash management, debt administration, billings and collections, purchasing, accounts payable, accounts receivable, and payroll.   As a valued member of the county’s executive leadership team, the CFO needs to be knowledgeable in a broad array of county programs and departmental operations.

Key Performance Indicators

  • Maintaining a range of 18% to 21% unassigned fund balance
  • Maintain general debt service at 20% or less of operational expense
  • Maintain total debt at less than 1.6% of assessed value
  • Receive GFOA Financial Reporting and Budgeting awards annually

Current Initiatives and Projects 

  • Implementation of new GASB standards, including GASB 87
  • Preparation of fiscal year 2023 budget
  • Planning for fiscal year 2022 audit
  • Reporting for and advising on American Rescue Plan Act funding
  • Development of new consolidated cash collection process for Government Center
  • Issuance of limited obligation bonds for county projects
  • Quarter cent transportation sales tax

Salary

The current salary range for this position is  $104,405-$177,488  The hiring range for this position is $130,000 - $165,000 plus a competitive benefits package. Salary is negotiable, depending on qualifications.

Qualifications

Bachelor’s Degree in Accounting, Finance, or a closely related field and 8 years of progressively responsible finance experience, including 3 years at a management level; or an equivalent combination of education and experience.
