General Definition of Work

Performs complex advanced technical work Performs difficult professional and administrative work planning, organizing, and directing the financial activities of the County; does related work as required. Work is performed under the general supervision of the Finance Director. Has considerable knowledge of the North Carolina Fiscal Control Act. Supervision is exercised over subordinate department personnel, and related work as apparent or assigned. Work involves setting policies and goals under the direction of the Finance Director. The normal work schedule includes Monday thru Friday 8AM-5PM.

Essential Functions

Financial Operations - Direct support in assisting and implementing accounting policies.

Personnel - Oversees and supervises finance staff and central collection staff.

Annual Budget – Assists in preparation and implementation of annual budget - ongoing analytics of budget.

Annual Audit – Assists in annual preparation of all working papers for annual independent audit.

Internal Audit Function – Develops and maintains internal audit policies and procedures.

Knowledge, Skills and Abilities

Joint oversight of all finance functions for County. Direct supervision of 10 staff within finance and central collections. Co-preparation and oversight of annual County budget. Co-preparation and oversight of annual audit process and all working papers and communication with auditors. Co-preparation and drafting of CAFR. Implementation of internal audit process and procedures. Implementation of accounting policies and procedures.

Salary

$74,996 $119,994   Compensation will be based on experience 

Qualifications

Bachelor's degree with coursework in accounting, or related field and 5+ years' experience in financial reporting and departmental supervisory experience.  Governmental accounting experience is a must, or equivalent combination of education and experience.
