Description

Assists the County Manager in administering, directing, and coordinating County programs and activities. Performs professional, managerial work to lead performance management and continuous improvement efforts throughout the organization. Provides direct supervisory /governmental liaison responsibilities for specific departments and services as delegated by the County Manager. Leads, facilitates, and coordinates the implementation phase of the Strategic Plan and long-range planning with community partners and county staff. Must be highly skilled in the budgetary process. Work is performed under the direction of the County Manager. Acts on behalf of the County Manager in his/her absence.

  • Performs supervisory, administrative, and managerial work in assisting the County Manager in the coordination, organization, and direction of County programs. 
  • Directs and carries out County policies and procedures related to performance management; gathers, audits, and analyzes performance data submitted by participants, and; directs and manages the Shared Savings incentive component of performance management.
  •  Oversees and manages the County’s annual budgeting process; prepares and conducts budget meetings with department heads and various County boards; assists in communicating budget information to all relevant stakeholders, including the Board of Commissioners, the public, and the media. 
  • Manages and evaluates various County departments as assigned by the County Manager; Responsibilities include assisting in the leadership, motivation, communication, conflict resolution, hiring, promotions, employee relations, employee development, mentoring, performance coaching and evaluation, recommendation for disciplinary action, and compensation of assigned departments/functions. 
  • Resolves interdepartmental and interagency conflicts and problems. Coordinates and evaluates the operations and projects of various County departments and programs. 
  • Manages the NC Association of County Commissioner’s Fellows Program.  
  • Serves as the liaison with Airport Authority and Teen Leadership Council. 
  • Receives citizen complaint calls and responds and/or acts to resolve complaint(s).
  • Prepares and conducts presentations to the Board of Commissioners as well as professional / community groups.
  • Performs work during emergency/disaster situations. 
  • Attends conferences, Board meetings, and committee meetings as a representative of the County and the County Manager. 
  • Manages special assignments from the County Manager involving politically sensitive and/or complex issues; prepares reports and recommendations; reviews study reports and recommendations prepared by others. 
  • Assumes duties of County Manager in his/her absence. 
  • Performs related tasks as required.  
Knowledge, Skills, and Abilities
 Thorough knowledge of the principles of public administration, including the organization and functions of local government. Thorough knowledge of federal, state, and local policies, laws, and regulations, with particular focus on those applicable to budget preparation, approval and administration. Ability to set priorities for self and others, organize time efficiently, work on multiple projects at once, and provide high quality products in a timely manner. Ability to analyze facts and present recommendations effectively in oral and written form. Ability to plan, direct, and supervise the work of assigned departments. Ability to communicate complex ideas clearly, both orally and in writing, Ability to establish and maintain effective working relationships with officials, department directors, and the public. General knowledge of and ability to operate personal computers and associated hardware/software. Ability to analyze and develop budget estimates; ability to conduct detailed research and prepare reports and findings. Ability to research, analyze, and evaluate new service delivery methods and techniques. Ability to make arithmetic computations. Ability to utilize Excel proficiently including but not limited to pivot tables. Ability to make administrative decisions independently and in accordance with established laws, regulations and County policies and procedures. Ability to exercise tact and discretion in the handling of a variety of confidential matters. 
 
Physical Requirements
 This work requires the regular exertion of up to 10 pounds of force, frequent exertion of up to 25 pounds of force and occasional exertion of up to 50 pounds of force; work regularly requires sitting, speaking or hearing, using hands to finger, handle or feel, reaching with hands and arms and repetitive motions and occasionally requires standing, walking, stooping, kneeling, crouching or crawling, pushing or pulling and lifting; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, operating motor vehicles or equipment and observing general surroundings and activities; work occasionally requires exposure to outdoor weather conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).

Minimum Qualifications

Master’s degree in public administration, business administration or a related field; moderate work experience in the administration and management of local government programs and personnel; or any equivalent combination of training and experience which provides the required skills, knowledge and abilities.
