Department: Finance

Hiring Range: $66,000.00 - $83,500.00

Provides daily high level and proficient accountancy oversite at the direction of the Deputy Finance Director. May be involved in projects and special assignments. Work is performed in accordance with established County financial procedures, local ordinances and North Carolina General Statutes governing the responsibilities of local government fiscal operations. Will include supervision of Senior Accounting Specialist positions. Work is evaluated through conferences, reports, and an independent audit of financial records and procedures. Must be able and willing to work extended schedules as needed to carry out the financial management and supervisory functions for a variety of county programs.

Supervision is exercised over Senior Accounting Specialist positions.

Essential Duties and Tasks:

  • Reconciles major accounting classifications to ensure adherence to general statutes and county policies, specifically indebtedness, reserves, and fund balance. Prepares reports of reconciliations of revenues and expenditures between county systems and potentially reports to submit to external oversight entities.
  • Ensures the accuracy of county financial records to facilitate timely reporting to inform decision-making at the executive level.
  • Ensures initiatives and directives from the Director are properly reflected in financial records in accordance with general accepted accounting principles by monitoring and approving board actions and management approved actions.
  • Supervises and manages payable and receivable operations. Directly responsible for general billings.
  • Assists in developing and implementing recommendations on operational and systematic changes in finance and throughout county; administers implementation of systematic changes to accounting infrastructure and policies; assists in the development of policies and procedures; coordinates with other departments on other policy changes needed.
  • Maintains the fixed asset inventory control system, including year-end reconciliation and monitors the disposition surplus.
  • Assists in ensuring compliance with fiscal regulations and adherence to internal controls. Ensures budgetary compliance; reviews and approves journal entries.
  • Enters and approves payroll changes and additions including new hires daily. Also serves as backup to the payroll process for the County.
  • Handles customer and vendor questions that cannot be resolved by other Finance personnel.
  • Maintain books for TDA using QuickBooks software.
  • Performs duties of the Deputy Finance Director in their absence.
  • Performs related duties as required.


Position requires 3-5 years of progressive accounting experience, (public accounting preferred) and graduation from a four-year college or university, or an equivalent combination of education and work experience. Master’ Degree in accounting or NC Certified Local Government Finance Officer desirable, but not required.

Knowledge, Skills, and Abilities:

  • Thorough knowledge of North Carolina General Statutes and of local ordinances governing County budgeting and public financial practices and procedures.
  • Detailed knowledge of Generally Acceptable Accounting Principles (GAAP)
  • Thorough knowledge of basic financial statement comprehension.
  • Ability to establish and maintain effective working relationships with the public, department heads, governmental officials, employee groups, and others.
  • Knowledge of QuickBooks or other accounting software.
  • Ability to maintain accuracy and thoroughness in the analysis and preparation of financial records and reports.
  • Ability to present information clearly and concisely in both oral and written form.
  • Must be able and willing to work extended schedules as needed to carry out the financial management and supervisory functions for a variety of county programs.

Working Conditions:

Physical requirements include:

  • This is sedentary work requiring the frequent exertion of up to 10 pounds of force and occasional exertion of up to 25 pounds of force.
  • Work regularly requires speaking or hearing and using hands; frequently requires sitting and repetitive motions; occasionally requires standing, walking, climbing or balancing, kneeling or crawling, reaching with hands and arms and pushing or pulling.

Sensory requirements include:

  • Work has standard vision requirements; vocal communication is required for expressing ideas by means of the spoken word; and hearing is required to receive detailed information through oral communication and/or to make fine distinctions in sound.
  • Must possess the visual acuity to prepare and analyze data and figures, accounting, to operate a computer terminal, and to read extensively.

Environmental Exposures include:

  • Work has no exposure to adverse environmental conditions.
  • Work is generally in a moderately noisy location (e.g. business office, light traffic).
