NCACC Collaborative Property Tax System
What is the NCACC Collaborative Property Tax System (NCPTS)?
NCPTS is a fully integrated tax software system that automates, streamlines and integrates tax administration functions such as real estate, personal property, vehicle tax, billing, collections, land records and appraisal. The software system has been developed to adhere to North Carolina property tax law.
Why should my county consider NCPTS?
NCPTS is being offered to counties without a licensing fee through the NCACC. According to Henderson County Tax Assessor Stan Duncan, “NCPTS offers us the opportunity to move ahead, both in terms of technology platform and software functionality. ... All too often various software programs were more of a constraint instead of a tool. The collaborative approach of NCPTS validates the various and good ideas and brings them to the forefront by consensus.”
What other counties are utilizing NCPTS?
Both Wake and Henderson counties are running the newest module - Land Records and CAMA - along with the Billing and Collections modules. Pitt County is implementing the complete suite of NCPTS modules, including Billing and Collections and Land Records and CAMA, and is on schedule to be in production by May 2006. Wayne, Catawba and Harnett counties are utilizing the Billing and Collections modules, and Mecklenburg County is scheduled to realize implementation by November.
How did the NCACC get involved?
Wake County originally contracted with IIS, a North Carolina-based software services provider and NCACC Associate Member, to develop the system. The county and IIS subsequently transferred ownership of NCPTS to the NCACC in 2003 so that all interested counties could take advantage of the system software without having to pay a licensing fee. IIS provides ongoing NCPTS implementation and support services.

NCPTS now a complete property tax solution (January 2006)
The NCACC Collaborative Property Tax System (NCPTS) is now available as a complete and comprehensive product to North Carolina counties. The Land Records and CAMA (Computer-Assisted Mass Appraisal) module is the final addition to NCPTS, offered to counties without a licensing fee through the Association.

Property tax system takes flight (September 2004)
The goal of delivering a state-of-the-art property tax system to benefit local governments in the state is becoming a reality. Five counties have now deployed key modules of the NCACC Collaborative Property Tax System (NCPTS).
NCACC signs contract with Wake Co., IIS on property tax software (January 2002)
The North Carolina Association of County Commissioners, Wake County and Intelligent Information Systems (IIS) have formalized contract negotiations to enable all North Carolina counties to use Wake County’s state-of-the-art comprehensive property tax administration, collection, billing and appraisal system. Not only should our counties save millions by avoiding a software-licensing fee, but tax departments should also realize major productivity enhancements.
