“The county had recently acquired a piece of property that was previously a car dealership. The property came with two buildings that had 10, 40-year-old garage doors. The first phase of renovation was to renovate a body shop building into a new and modern 9-1-1 center. The architect’s initial cost estimate determined it would cost $10,000 to remove the 10 garage doors.
